The United States (US) Army Contracting Command-New Jersey, on behalf of the Combat Capabilities Development Command - Armaments Center (DEVCOM AC), intends to solicit a 12 month Firm Fixed Price (FFP) purchase order for Wind River VxWorks 6.9 and 7.0, Software License and Software Maintenance Support to be competed among three authorized resellers under US Government contracts ? USI Electronics (a division of Avnet Inc.), Wildflower International, LTD and Science Applications International Corporation (SAIC). This action is a brand name restriction. The justification to limit competition cites authority FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
