Description: The Project Manager for Maneuver Ammunition Systems (PM-MAS), Picatinny Arsenal, NJ and the U.S. Army Contracting Command-New Jersey (ACC-NJ), intends to solicit for the manufacture and delivery of the M1030 12 Gauge Shotgun Breaching Cartridges in accordance with Performance Specification (P-Spec) MIL-PRF-32300A w/AMENDMENT 2, dated 01 December 2022. This cartridge provides friendly forces the necessary capability to gain access into sealed buildings during urban operations. It allows for the opening of doors through the destruction of the door lock mechanisms or hinges without causing any harm to the user. The 12 Gauge Breaching cartridges will be used in the Army standard 2.75 and 3.0 inch chambered 12 Gauge Shotgun Systems Mossberg Models 500 & 590, the Remington 870 and the Benelli M1014. Specifications: The above cartridges shall be manufactured in accordance with the M1030 Military P-Spec MIL-PRF-32300A w/AMENDMENT 2. It is the Government’s intention to change the performance specification to include a red hull. A copy of the performance specifications may be obtained by written notice to the point of contact listed below. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specifications and top drawings. The Performance Specification is classified as Distribution D (Authorized to the Department of Defense and DoD contractors only). Requests for the performance specifications shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached) along with a signed DD 2345 Military Critical Technical Data Agreement form, and a fully executed Non-Disclosure and Non-Use Agreement (attached). If an offeror does not have an approved DD2345 Form, the form can be accessed through the following website: www.dlis.dla.mil/jcp. The form can be completed on-line and submission instructions for approval are included on the form. In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. Planned Acquisition: The Government contemplates a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity production contract for Fiscal Years (FY) 25-30 for this acquisition. The estimated quantity to be procured for each fiscal year is up to 324,000 each at a production rate of approximately 27,000 each per month. Award is planned to be made 2QFY25. Submission Information: All responsible and interested sources should submit their capabilities and qualification data for the 12 Gauge Shotgun Breaching Cartridge. The respondent must demonstrate and provide valid documentation that they have the ability to produce a minimum total of 324,000 of each annually. The respondent shall also include their ability to procure red hulls to support the total minimum annual production.
