The U. S. Army Contracting Command, New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of Project Manager Towed Artillery Systems (PM TAS) proposes to award a Firm-Fixed Price Contract with Award Fee Incentives in accordance with FAR 16.401(d) for the Life Cycle Sustainment (LCS) services in support of the M777 155mm Howitzer fleet. This solicitation for the M777 155mm Howitzer fleet will be awarded on a sole source basis to BAE (BAE Systems GCS International Limited, Michaelson Road, Barrow-in-Furness, Cumbria, United Kingdom, LA14 1AF) in accordance with 10 U.S.C. 3204(B)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) and (B), Substantial duplication of cost to the Government that is not expected to be recovered through competition and Unacceptable Delays in fulfilling the agency’s requirements. This contract will provide for the Life Cycle Sustainment (LCS) services and support of the United States (U.S.) M777A2 Howitzer fleet, the Australian M777A2 Howitzer fleet, and the Canadian M777C1 Howitzer fleet. LCS is comprised of the Catalog Parts and Manpower Services to support the M777A2 Howitzer, which is a lightweight (LW) towed 155mm artillery system providing direct, reinforcing, and general support precision fire to maneuver forces.
