The U.S. Army Contracting Command ? New Jersey proposes to award a hybrid FFP and FPI(F) contract in accordance with FAR 16.403 for the XM1210 High Explosive (HE) Rocket Assisted Projectile (RAP). The solicitation for the XM1210 will result in a sole source contract with two (2) Option years. The XM1210 HE RAP acquisition will be awarded on a Sole Source basis to GD-OTS - St. Petersburg in accordance with Title 10 U.S.C. Section 3204(c)(1) as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This acquisition is for the manufacturing, assembly, testing, inspection, packaging, and delivery of the XM1210 HE RAP and variants. The XM1210 HE RAP is a 155mm, rocket assisted, high explosive, cannon artillery projectile with a steel shell body(s) enclosing a warhead and a Solid Rocket Motor (SRM). The XM1210 consists of three (3) key subsystems: a SRM, a Payload, and a Rotating Band and Obturator (RB/OBT). The SRM consists primarily of a steel housing, the rocket motor grain propellant, an initiator, and a delay assembly. It provides additional propulsion to sustain projectile velocity to achieve ranges up to, and beyond, 70km. The payload consists of a steel fragmenting warhead and a HE fill to provide effective lethality against target requirements. The RB/OBT provides the proper interface and transfers appropriate spin to the projectile, while ensuring survivability of the projectile and cannon at higher pressures and longer travel of the ERCA platform.
