This is a non-personal services contract to further the development and execution of the Headquarters Department of the Army (HQDA) Antiterrorism Strategic Engagements and Communications (ATSEC) efforts in support of the HQDA Antiterrorism Division’s Antiterrorism Communication Synchronization Plan (ATCSP) 2.
