The purpose of this amendment is to provide the Government response to a question received from Indistry: 1. Will the USG provide copies of the TDP and MIL-PRF-13010446 for evaluation? - Yes, upon request, with the submission of the proper documentation as detailed below, the Government will provide the TDP documents listed below. The Army Contracting Command – New Jersey, Picatinny Arsenal, NJ is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide manufacturing of the Battlefield Effects Simulators (BES). The purpose of providing this information is to conduct ongoing Market Research and to identify interested sources capable of manufacturing and delivering the following: LA54 - SIMULATOR, PYRO HOSTILE FIRE (M34) LA53 - SIMULATOR, PYRO TARGET HIT WHITE STAR (M35) LA45 SIMULATOR, PROJECTILE AIR BURST, EXPLOSIVE: XM181 LA47 - LAUNCHING, ANTITANK GUIDED MISSILE AND ROCKET: XM182 LA71 -SIMULATOR TARGET KILL, XM175 (BLACK SMOKE) SIMULATOR CHEM ATTACK - Yellow Smoke (DODIC pending) simulators The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The BES procurement is a combination of multiple simulator products (All Class V, ammunition items) that produce an effect to mimic that of a specific wartime event or tactical item. The simulators are used during training exercises to simulate the live round or event that the user would be experience during live/tactical operations. Each simulator cartridge is loaded into and fired from a launcher that is remotely operated and used during training exercises and, as such, each utilizes the same case diameter and firing pin to initiate the cartridge. The simulators only differ in pyrotechnic fill composition and case lid design to produce the desired effect. A more detailed description of the effect or item the simulators are mimicking is included below under the item descriptions. The following are the item descriptions for each of the Battle Effects Simulators to be included in this procurement action: LA54/SIMULATOR, PYRO HOSTILE FIRE, M34; NSN: 1370-01-534-9191 The LA54 is a pyrotechnic training cartridge that produces a flash and sound for simulation of tank gunfire at a distance. The cartridge is fired by the Omega 60 and the Battlefield Effects Simulators (BES) II launchers, which is utilized in Force-on-Target training scenarios. The cartridge produces a bang of 130 ± 10dB at a distance of 20 meters and a white smoke cloud. The signature can be seen at a distance of 3000 meters in daylight and nighttime conditions with infrared and 2000 meters in daylight and nighttime with the unaided eye. LA53/SIMULATOR, PYRO TARGET HIT WHITE STAR, M35; NSN: 1370-01-534-7733 The LA53 is a pyrotechnic training cartridge that produces a sound and white star for simulation of either a target being hit by tank or artillery fire. The cartridge is fired by the Omega 60 and the BES II launchers, which is utilized in Force-on-Target training scenarios. The cartridge produces a bang of 125 ± 15 dB at a distance of 20 meters. The M35 expels a minimum of about 8-12 burning stars to a minimum altitude of 10 meters. The signature can be seen at a distance of 3000 meters in daylight and nighttime conditions with infrared and 1800 meters in daylight and nighttime with the unaided eye. LA45/SIMULATOR, PROJECTILE AIR BURST, EXPLOSIVE: XM181; NSN: 1370-01-524-4790 The LA45 simulates indirect fire, emits a paper projectile, and produces a whistling sound while ascending. The LA45 is composed of a cartridge case, black powder ignition charge, potassium perchlorate/sodium salicylate whistle, and black powder aluminum charge, and lid. The cartridge is fired by the Omega 60 and the BES II launchers, which is utilized in Force-on-Target training scenarios. The cartridge has 1800-3000 meter visibility by the unaided eye during daytime or nighttime training exercises and produces a flash, bang, and smoke signature, which simulates indirect artillery fire. The LA45 cartridge has a maximum sound level of 155 dB measured at six (6) meters. LA47/, LAUNCHING, ANTITANK GUIDED MISSILE AND ROCKET: XM182; NSN: 1370-01-524-6194 The LA47 simulates the firing of a Surface to Air Missile and emits a single orange/white star trailing white smoke. The LA47 is composed of a cartridge case, black powder ignition and expelling charge, one pressed pellet composed of magnesium/ polytetrafluoroethylene/ fluoroelastomer, and lid. The cartridge is fired by the Omega 60 and the BES II launchers, which is utilized in Force-on-Target training scenarios. The cartridge has 1800-3000 meter visibility by the unaided eye during daytime or nighttime training exercises and produces a single burning one (1) meter Missile Plume Tail orange/white star, which projects upward to a minimum height of 10 meters before consuming itself. The LA47 cartridge has a maximum sound level of 155 dB measured at six (6) meters. LA71/SIMULATOR TARGET KILL, XM175 (BLACK SMOKE); NSN: 1370-01-604-6463 The LA71 is designed to simulate a target kill during force-on-target training scenarios. The LA71 is composed of a cartridge case, ignition charge, black smoke powder, and lid. The cartridge is fired by the Omega 60 and the BES II launchers, which is utilized in Force-on-Target training scenarios. The cartridge is designed to emit a black smoke plume for 25-30 seconds that is visible up to 2,400 meters during the daytime with no recordable noise level. The black smoke composition is intended to be environmentally benign to allow for use in a variety of locations and training scenarios. SIMULATOR CHEM ATTACK YELLOW SMOKE; NSN: TBD The Yellow Smoke is designed to simulate a nuclear, biological, or chemical attack during force-on-target training scenarios. The Yellow Smoke is composed of a cartridge case, ignition charge, yellow smoke powder, and lid. The cartridge is fired by the Omega 60 and the BES II launchers, which is utilized in Force-on-Target training scenarios. The cartridge is designed to emit a yellow smoke plume for 25-30 seconds that is visible up to 2,400 meters during the daytime with no recordable noise level. The yellow smoke composition is intended to be environmentally benign to allow for use in a variety of locations and training scenarios. Additional Information: All six (6) simulators mentioned above provide separate and unique battlefield effects through specific pyrotechnic formulations, but they utilize a common case cartridge and ignition system. Please include in your response whether your firm is capable of producing all six (6) of the aforementioned simulators. If your firm is not capable of producing all six (6) simulators, please include which simulators you are capable of producing and an explanation on why the other items do not meet your technical capabilities. The contractor shall be equipped to provide engineering support for technical data reviews/changes, Physical Configuration Audit (PCA), First Article Testing (FAT) and Lot Acceptance Testing (LAT). REQUIRED CAPABILITIES The Government requires the following for their response: Details of the company's capabilities (a description of certifications). Contract management, facilities, personnel (key manager(s) and essentially skilled staff) required to manufacture and deliver six (6) simulators or simulators you are capable of producing. If any issues inherent in the type of work and how those issues were previously handled. Past manufacturing experience (as it relates to the above criteria) to support/provide the production, manufacturing, assembly, inspection, testing, packaging, shipping, and delivery of the subject items. Recommend the response include quantity range breakouts, lot sizes (minimum and maximum), and estimated delivery timeline of each lot; information on supplier/sub-supplier base and availability; experience with United States Government (USG) contracts (if so what type of contract(s) and summary of services/goods provided; and availability to perform the work). In your response to the Sources Sought Synopsis you may provide input on if there is interest in manufacturing six (6) simulators under one contract or if there is a better grouping of specific simulator(s). If specific simulator(s), please identify which simulator(s) and the rationale. It is requested that respondents provide the Minimum Procurement Quantity (MPQ) required for economical production. A respondent to this survey should be able to show adequate technical and manufacturing capability, ability to manage and execute USG contracts and satisfactory past performance in the explosives processing industry. A respondent to this market survey/sources sought must have available a majority of the skills and facilities that are required to manufacture this item. If a respondent does not have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to describe and demonstrate his or her ability to obtain these resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. The intent of this Sources Sought is to assess the manufacturing capability available to produce pyrotechnic simulators. Qualification. The LA54 and LA53 BES components must be qualified and demonstrate compliance to MIL-PRF-13010446. Plan of qualification should be addressed in the response. The LA45, LA47, LA71, and Yellow Smoke do not require qualification. These four (4) items shall be built in accordance to their respective Technical Data Packages (TDPs). The highest distribution level of the TDP’s drawings and specifications currently being provided is Distribution Statement C. Distribution authorized to U.S. Government agencies and their contractors. The TDP, drawings and performance specifications contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., Appt 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25, DODM 5200.01 (Volumes 1-4), and DODD 5400.7-R. The Government will provide, on request, the following TDP documents: 1. M34/M35 Performance Specification 2. LA71 Technical Data Package (LA45, LA47, and Yellow Smoke have similar components with the exception of the composition) 3. Omega 60 – Interface Drawing (interfaces with M34, M35, LA45, LA47, LA71 and Yellow Smoke) To obtain a copy of Unclassified TDP - Distribution C all interested parties must submit the following by email: 1. A signed and approved DD Form 2345 Militarily Critical Technical Data Agreement. This requires a DUNS number and registration in the System for Award Management (See Attachment 01). 2. A copy of the offeror's applicable license issued by the Department of State if the offeror is a non-U.S. company. 3. A completed AMSTA-AR Form 1350 Technical Data Questionnaire. (See Attachment 02). 4. A completed and signed Non-Disclosure / Non-Use Agreement (See Attachment 03). 5. All completed forms and requests shall be submitted via email to: Contract Specialist Howard Kane howard.kane.civ@mail.mil Destruction Notice Export-Controlled Technical Data: For unclassified documents and data subject to controlled or limited distribution, protect IAW DOD-M 5200.01, Vol 4, and destroy by any method that will prevent disclosure of contents or reconstruction of the document. ELIGIBILITY The applicable NAICS code for this requirement is 325920 with a Small Business Size Standard of 750 Employees. The Product Service Code (PSC) is 1370. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Howard Kane, in either Microsoft Word or Portable Document Format (PDF), via email howard.kane.civ@mail.mil no later than 12:00 p.m. Eastern Standard Time on 17 September 2021 and reference this synopsis number in subject line of e-mail and on all enclosed documents. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
