The U.S. Army, Army Contracting Command – New Jersey, Picatinny Arsenal, NJ 07806-500, on behalf of the Project Manager Soldier Lethality (PM SL) intends to solicit and negotiate on a sole source basis with Barrett Firearms Manufacturing Inc. (BFMI), 5926 Miller Lane, Christiana, TN 37037 for the acquisition of the Multi-Role Adaptive Rifle (MRAD) and the MK Advanced Sniper Rifle and associated spare parts to support both configurations, accessories, and conversion kits In accordance with FAR 6.302-1(a)(2)(ii)(A) supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major weapon system or highly specialized equipment when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Barrett Firearms Manufacturing Inc. (BFMI), is currently the only qualified source in accordance with the MRAD/MK 22 qualification requirements. The anticipated contract requirement will be a firm fixed price (FFP) contract with Firm Fixed Price Delivery Orders. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. This notice is not a solicitation and does not obligate the government to issue a Solicitation, nor will the government be liable for any costs involved for submission of information in response to this notice.
