CCNJ-IT 20 January 2021 MEMORANDUM FOR RECORD SUBJECT: Sole Source Synopsis – Solicitation Number W15QKN21Q0E11 The Army Contracting Command – New Jersey (ACC-NJ) intends to award a sole source contract to Michael Jackson Office Pride Commercial Cleaning Services, a Service-Disabled Veteran-Owned Small Business (SDVOSB) for Deep Cleaning and Preservation Service located at 2501 Mahone Avenue; Building P 12402; Petersburg, Virginia for the Army School System (TASS) in support of the 80th Training Command. This acquisition approach seeks to provide Deep Cleaning and Preservation Service in response to COVID-19, as TTC Fort Lee utilizes these facilities for soldiers’ courses on a daily basis in order to meet accreditation, as well as Army Food Protection and Public Health Sanitation Standards. Under this sole source direct award, the Contractor Michael Jackson Office Pride Commercial Cleaning Services is to provide Deep Cleaning and Preservation Service janitorial service that involves detailed cleaning and preservation service to the training facility to provide Soldiers a world class training experience and facilities that are well equipped and cleaned. The contract is a new requirement to the training center to maintain a sanitary environment and preserve the training center in its original state. This service will create a clean atmosphere for Soldiers to engage, absorb and apply the knowledge that they will acquire during their Noncommission Officer and Officer Education System (OES) course. The authority for this sole-source procurement authorized under the Veterans Benefits Act of 2003 per FAR 6.302-5(b)(6) 15 U.S. Code § 657f. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The facility consists of 17 instructional classrooms, one large conference room, one instructional kitchen, four facility bathrooms, one student break area, one staff break room, one instructor office suite with multiple cubicles, one large suite which consists of multiple cubicles and nine offices, and two additional offices throughout the building. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within one day after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
