This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached to this notice - W15QKN-21-Q-0062 along with several attachments. Please be sure to review and/all attachments with this request. Title of Project: Motion Capture Equipment Scope of Work: The Tactical Behavior Research Lab (TBRL) at Picatinny Arsenal is requesting a turn-key solution for volume tracking of up to 2000 square feet and for up to 4 subjects for use in the TBRL that is compatible with and seamlessly integrates with the current motion capture equipment and software currently employed in both the TBRL and EVVAL. The tracking volume created by the solution will be suitable for full-body immersive tracking; based on tracking objects on the hands, feet, body, head and prop(s). Background: The Tactical Behavior Research Lab (TBRL) at Picatinny Arsenal requires upgrades and replacements of the motion capture equipment in building 3518. The current motion capture equipment is nearly 15 years old has limited utility due to obsolescence, wear and tear, etc. The equipment will be utilized by engineers and researchers conducting human behavior research and other associated projects at the TBRL. To avoid additional cost and zero value added work associated with the initial set up and also with the continuing use of the equipment, such as learning new software programs and interfaces, integrating hardware/software in the existing laboratories, and converting/integrating motion capture data formats between labs/systems it is desired that the equipment be compatible and seamlessly integrate with the current equipment and software employed at the TBRL and Experimental Verification and Validation Assessment Lab (EVVAL) located in building 92. Performance Period: The contractor shall complete delivery of equipment and software, with installation and training within six (6) months of contract award. Delivery, installation, and training shall not take place on Federal holidays or weekends unless directed by the Procurement Contracting Officer (PCO) or a representative of TBRL.
