The United States Army Contracting Command – New Jersey, 5418 South Scott Plaza, Joint Base McGuire-Dix-Lakehurst, New Jersey, 08641, on behalf of Program Executive Office Enterprise Information Systems, Product Director Acquisition Logistics and Technology Enterprise Systems and Services, intends to issue a sole source Cost-Plus-Fixed-Fee modification to Contract Number W15QKN21C0033 with International Business Machines Corporation, 6710 Rockledge Drive, Bethesda, Maryland, 20817-1834. The proposed modification shall be conducted under the authority of 10 United States Code (U.S.C) 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), Only one responsible source and no other type of supplies or services will satisfy agency requirements, awarding to any other source would result in unacceptable delays in fulfilling agency requirements to continue Information Technology Services and Support in support of the PD ALTESS. The proposed modification would extend the Contract Number W15QKN21C0033 for a period of two (2) months, from 14 July 2021 to 13 September 2021, allowing the Government to complete evaluations and make an award in accordance with the criteria set forth in Request for Task Order Proposal W15QKN21R0015, CHESS-ITES-3S reference number 34752 Attachment 0002 – Evaluation Plan. No other information regarding that acquisition may be provided at this time. Competition, either full and open, or limited, is not feasible since IBM is the only source with the specialized knowledge and experience capable of continuing PD ALTESS’ core Information Technology (IT) mission, customer reimbursable services operations, and sustainment operations. Please note this does not constitute a RFP. Responses to this announcement will not be considered proposals, and cannot be accepted by the Government. However, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Note: The Government does caution that this action inherently requires a 30-day transition, and the capability would need to account for both the transition in, and out, while maintaining these mission critical services. This notice should not be construed as a commitment of any kind by the U.S. Government. Description of Services: Task areas include Systems Engineering Operations, Financial and Acquisition Operations and Application Modernization and Sustainment, Service Desk Operations, Cloud Support, Continuous Network Security Monitoring and Intrusion Detection, Incident Response Analysis and Operations, Attack Sensing and Warning, Service-Level Business Operations, and Network Operations for two major data centers located at Radford, Virginia, and Ft. Bragg, North Carolina. The Justification and Approval for the above authority cited shall be made available in accordance with FAR 6.305, Availability of the Justification, within 14 days after award.
