10—Turret Integration Study / XM913 50mm Medium Caliber Weapon System / Medium Caliber Armament System (MCAS) Fire Control System / Armored Vehicle Integration and Demonstrations Agency: Department of... 10—Turret Integration Study / XM913 50mm Medium Caliber Weapon System / Medium Caliber Armament System (MCAS) Fire Control System / Armored Vehicle Integration and Demonstrations Agency: Department of the Army Office: Army Contracting Command Location: ACC - New Jersey Notice Type: Special Notice Archiving Policy: Automatic, on specified date Archive Date: TBD Original Set Aside: N/A Set Aside: N/A Classification Code: 10 -- Weapons Synopsis: The US Army, Combat Capabilities Development Command Armaments Center (CCDC AC) seeks companies interested in entering into Cooperative Research and Development Agreements (CRADA) to study the integration of the XM913 50mm Medium Caliber Weapon System (MCWS), and MCAS Fire Control System into a turret system that can be mounted onto an armored infantry fighting vehicle platform. Participating partners will be responsible for funding their own activities. CCDC AC envisions that this CRADA will be a multi-phased approach. In Phase I, CCDC AC would like to collaborate with interested industry partners to conduct a turret integration study of the XM913 50mm MCWS and MCAS fire control hardware/software. At the completion of Phase I, CCDC AC and the interested party will evaluate the results and determine if a Phase II CRADA can be initiated. The intent of the Phase II CRADA would be to build the Phase I resultant turret, and integrate a XM913 50mm MCWS with the MCAS fire control hardware/software. The Phase II CRADA would culminate with a system demonstration from a hardstand or surrogate platform at an agreed to test range. The number of CRADAs to be executed is dependent on the availability of internal Government resources to conduct the agreed to activities. As with the Phase I turret integration study, interested industry partners participating in Phase II CRADAs will be responsible for funding their own activities including use of Government test range, test sensors, providing vehicle platforms (if applicable), generating necessary documentation, and funding/providing any other test equipment necessary to conduct a final demonstration. However, should a Phase II CRADA be executed CCDC AC would be willing to sponsor the industry partner at an agreed to Government test range, coordinate bailment of a XM913 50mm MCWS, ammo handling system, MCAS fire control hardware/software to support integration, and provide ammunition necessary for testing and demonstration. The U.S. Government prefers technical data disclosure, and subsequent partnering, with U.S. based companies. Non-U.S. nationals, or those representing non-U.S. industries, must consider how to address data export restrictions (through partnering or other means) should a CRADA be pursued. CCDC AC is open to discussions with foreign industry representatives with the understanding that the material and technical data disclosed would be limited to open source information and no sensitive or classified information will be discussed. CCDC AC asks all interested parties to submit a short informational paper to include but not limited to: Vision/intent for partnership with US Government under a XM913 50mm MCWS/MCAS CRADA Notional description of approach to turret design/integration of the XM913 50mm MCWS and MCAS Fire Control hardware/software Description of availability of resources to support Phase I CRADA activities Funding and in what years Manpower Other resources Description of manufacturing capabilities (in-house manufacturing vs contracted) Photos/CAD of any candidate turrets if available Candidate turret performance information if available Sights, and sensors that would be integrated with the MCAS fire control Descriptions Specification Other available data Proposed turret drive system Descriptions Specification Other available data Submissions should be sent to Marcus Edmundson, 973.724.5382, Marcus.L.Edmundson.civ@mail.mil. All submissions must be provided by 17 July 2020. These information papers should describe how the interested partners may meet the objectives cited within this special notice. This may include a summary of candidate turret systems and relevant expertise, facilities and experience in weapons systems integration. This is not a request for proposal, request for quotation, or invitation for bid, nor does its issuance obligate or restrict the Government to an acquisition approach. The Government does not intend to award a contract on the basis of any responses or pay for the preparation of any information submitted or use of such information.
