The U.S. Army Contracting Command – New Jersey (ACC-NJ), Picatinny Arsenal, New Jersey 07806-5000, on behalf of the Project Manager for Combat Ammunition Systems (PM CAS) intends to award a sole source modification to Elbit Fort Worth Inc., a subsidiary of Elbit Systems of America, for the continued production, kitting, delivery, fielding, and New Equipment Training (NET) of the Mortar Fire Control System Mounted (MFCS-M), the Mortar Fire Control System Dismounted (MFCS-D), and the Lightweight Handheld Mortar Ballistic Computer (LHMBC) M32. The MFCS-M consists of the M95 (NSN 1230-01-503-7784) and M96 (NSN 1230-01-503-7783) variants. The M95 is mounted in the 120mm mortar vehicle. It provides position/navigation, weapon pointing, ballistic computations, and digital communications with the M96 Fire Direction Center (FDC). Major components of the M95 system include the Fire Control Computer (FCC), Pointing Device, Power Distribution Assembly (PDA), Precision Lightweight Universal Mortar Mission Setter (PLUMMS), Gunner Display, and the Driver Display. The M96 FDC variant provides technical and tactical control of up to 18 M95 systems. It enables the mortar platoon to attack up to six targets simultaneously and the ability to communicate digitally with the Advanced Field Artillery Tactical Data System (AFATDS) via combat-net radios. Major components of the M96 include the FCC and PDA. The MFCS-D consists of the M150 (NSN 1230-01-560-1027) and M151 (NSN 1230-01-560-1028) variants. The M150 is on M120A1 Towed Mortar System. It provides the same functionality as the M95 to the towed 120mm mortar system. The M150 consists of the same components as the M95 with the addition of an Electronics Rack with batteries for dismounted operations. The M151 FDC provides the same functionality as the M96. The LHMBC M32 (NSN 1220-01-646-0010) provides warfighters the ability to compute fast and accurate ballistic solutions for the entire family of fielded U.S. mortars (60mm, 81mm, and 120mm mortar systems) and their complete inventory of ammunition. This effort will be on a sole source basis, in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii)(B) - Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements. The Government anticipates issuing a modification to contract W15QKN-17-D-0007 to increase the total contract ceiling by $55,365,964.07, from $102,000,000 to $157,365,964.07.
