INTRODUCTION The Army Contracting Command, Picatinny Arsenal, NJ is issuing this Request for Information as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the military with a weapons’ low temperature lubricating oil (LAW) of either one, or both of two Types: Type A; non-biobased, and Type B; biobased, which contains biobased carbon content as a constituent of its formula. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The US Army Armaments Center (AC) is conducting a Request For Information (RFI) in accordance with FAR 15.201 to determine the availability and technical capability of producing and/or supplying a military weapons’ low temperature lubricating oil (LAW) of either one, or both of two Types: Type A; non-biobased, and Type B; biobased, which contains a biobased carbon content in an amount equal to or greater than 28% as a fraction of total organic carbon in its formula. Biobased materials are derived from plants and other renewable agricultural, marine, and forestry materials, which serve as alternatives to conventional petroleum derived materials. For Type B LAW, the goal is to achieve maximum environmental and user safety benefits with a higher percentage of biobased content, while still meeting all LAW performance requirements and price constraints. Department of Defense (DoD) demand for the procurement of DoD qualified LAW over the last three years has totaled approximately 6,000 gallons. REQUIRED CAPABILITIES The Government requires that the LAW, Type A or Type B, must meet all of the performance requirements contained in MIL-PRF-14107D, dated 20Oct00, which is available at the ASSIST QuickSearch website: https://quicksearch.dla.mil/ . The intent of this Request for Information is to assess the state-of-the art of the technology available in weapons’ low temperature lubricating oil (LAW) products that could be applied to meet this requirement. QUALIFICATION The weapons’ low temperature lubricating oil (LAW) must demonstrate compliance to MIL-PRF-14107D, dated 20Oct00. LAW covered by this specification is a penetrating, mobile liquid and is intended for field application to satisfy the complete need of lubricating aircraft and ground small arms weapons at temperatures between 0 degrees F and -70 degrees F. LAW identified under this notice may be selected for military qualification testing by the AC as part of a DoD funded research project, and possibly qualify for future potential government procurement. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of the material’s suitability to meet performance requirements contained in MIL- PRF-14107D, dated 20Oct2019. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
