DACID requires continued access to a secure investigative communications capability for authorized criminal investigations, covert operations, officer-safety monitoring, pretext communications, and legally authorized evidence collection across multiple locations and field offices. The solution must be an integrated investigative communications platform, not merely standard phone service, VoIP, masked-number, body-wire, video-streaming, or evidence-storage tools. It must combine communications, real-time monitoring, legally authorized recording, records/metadata, secure export, administrative control, and operational support in one capability or fully integrated solution. A critical minimum need is centralized recording and retention of investigative audio and video. Authorized DACID personnel must be able to review and download recordings from a central repository without physical retrieval of field devices, cable extraction, SD-card recovery, or reliance on a single user’s local phone storage.
