The U.S. Army Contracting Command – Rock Island at Picatinny, for PM Maneuver Ammunition Systems, intends to issue a competitive RFP for production of M1041 9mm marking ammunition. The ammunition is fired from M9/M11 pistols and M4 carbines, with eventual use in M17/M18 Modular Handgun Systems, and supports the Close Combat Mission Capability Kit as a reduced-energy, non-lethal cartridge that leaves a bright water-soluble mark without penetrating ACU or PPE. Manufacture, inspection, testing, and delivery must comply with a Government-owned Detailed Performance Specification (Distribution D), which will not be provided at this time; the contractor must provide all materials, equipment (except any GFP), hard tooling, personnel, and facilities. The Government anticipates one award, with deliveries required within 24 months after contract award, and anticipates issuing the formal solicitation on or about 17 September 2026.
