The U.S. Army Contracting Command – New Jersey (ACC-NJ), on behalf of the Combat Capabilities Development Command – Armament Center (DEVCOM-AC) Fire Control Development Team is contemplating award of a Firm-Fixed Price (FFP) Contract, with one 12-month base year to be awarded on a sole source basis to AdaCore, 150W. 30th Street, 16th Floor, New York, NY 10001-4091, for the purchase of GNAT Pro Compiler Tool. The proposed sole source acquisition will utilize Simplified Acquisition Procedures. A corresponding Sole Source Justification and Approval utilizing the authority FAR 13.5, Simplified Procedures for Certain Commercial Items – Brand Name Justification and Approval, FAR 13.501 was approved on May 12, 2025 asserting that this requirement falls within the threshold where AdaCore is the only source capable of providing their products directly to the Government. The redacted version of this Justification is attached. The NAICS code for this effort is 541511 and the small business sized standard is $34M. This synopsis is not a request for competitive quotes; however, all responsible sources may submit a capability statement, or quotation, which shall be considered by the Government. Further, this synopsis is not a guarantee of a future Request for Proposal (RFP)/Request for Quote (RFQ) and should not be construed as a commitment of any kind by the United States (U.S.) Government. Responses to this synopsis are not considered quotes and cannot be accepted by the U. S. Government to form a binding contract.
