Amendment 0004: The purpose of this amendment is to notify interested parties that "Attachment 0003- Non Disclosure and Non Use Agreement" has hereby been replaced with the updated version 10 April 2024. Interested parties are required to complete the updated NDA dated 10 April 2024 receive the Advanced Technical Data Request of the AMP TDP/DTL. To obtain an advanced copy of the AMP M1147 TDP/DTL interested parties must submit the following by email: 1. A signed and approved DD Form 2345 Militarily Critical Technical Data Agreement. This requires a DUNS number and registration in the System for Award Management. (Attachment 1) 2. A completed AMSTA-AR Form 1350 Technical Data Questionnaire. (Attachment 2) 3. The Government DOES NOT intend to issue a DRAFT solicitation. d. The subject program is Ammunition, Acquisition Category III (ACAT III). (End) Amendment 0001: This notice was issued for advance copies of the AMP M1147 TDP/DTL. Solicitation release is anticipated May 2024. (END) DESCRIPTION: The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), intends to issue a request for proposal (RFP) for the production of the 120mm, Advanced Multi-Purpose (AMP) M1147 High Explosive Multi-Purpose with Tracer (HEMP-T) Cartridge, utilizing Other than Full and Open Competition procedures. Competition for the prime contractor, Picatinny Arsenal Explosive – 3 (PAX-3), primer, tracer, warhead bodies, bis(dinitropropyl) acetal/formaldehyde (BDNPA/F), and Cartridge Load, Assemble and Pack (LAP) will be limited to sources within the U.S., its outlying areas or Canada. The 120mm M1147 AMP Cartridge is the next-generation tactical High Explosive (HE) cartridge fired from an M256 120mm Smooth Bore Cannon mounted on the Abrams Main Battle Tank. The round provides the Warfighter with capabilities to defeat Anti Tank Guided Missile (ATGM) teams at extended range, dismounted massed infantry, bunkers, double reinforced concrete walls, tanks, light armor, and obstacles. Additionally, the AMP M1147 consolidates the capabilities of four existing 120mm munitions, resulting in a reduced logistical burden while also allowing the Warfighter to battlecarry a single munition for multiple engagement scenarios. The AMP M1147 Cartridge will be built in accordance with a Technical Data Package (TDP) and Detail Specification (DTL). PLANNED ACQUISITION: The solicitation utilizes other than Full and Open Competition pursuant to the authority of Title 10 United States Code (U.S.C.) Section 3204(a)(3)(A), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services. The Government intends to award a single five-year, Requirements contract, with Firm Fixed Priced (FFP) orders. The contract will consist of five 12-month ordering periods for Fiscal Years (FYs) 25-30. ADVANCED TECHNICAL DATA REQUEST: The M1147 AMP TDP/DTL are marked Distribution Statement D, Distribution authorized to U.S. Department of Defense and U.S. DOD Contractors only, and are Export Controlled. To obtain an advanced copy of the AMP M1147 TDP/DTL interested parties must be registered with the U.S./Canada Joint Certification Office (See www.dlis.dla.mil/logistics-operations/services/JCP/ for instructions and information). Interested parties should submit their certification via DD Form 2345 or register immediately. In addition to the DD Form 2345, interested parties are required to submit an AMSTA-AR 1350 - Technical Data Request Questionnaire and an Non-Disclosure and Non-Use Agreement prior to the PCO releasing any data. Interested parties who received the technical data will be required to return or destroy the data provided upon Government request. Technical data that is export-controlled must be marked with the following destruction notice: DESTRUCTION NOTICE - For classified documents, follow the procedures in DoD 5220.22-M, Industrial Security Manual, Section 11-19 or DoD 5200.1-R, Information Security Program Regulation, Chapter IX. For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document. All Technical documents that are determined to contain export controlled technical data shall be marked WARNING - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. When it is technically infeasible to use the entire statement, an abbreviated marking may be used, and a copy of the full statement added to the Notice To Accompany Release of Export-Controlled Data required by DoD Directive 5230.25.
