The Purpose of Amendment 0010: The purpose of this amendment is: 1) Revise Section L.1.4.6 VOLUME III Price of the Solicitation: From:(4) The Offerors shall submit pricing in Attachment 0005 - M2 M48 M2A1 Price Matrix for all priced CLINs, including all specified quantities (price points) and quantity ranges, when applicable. The proposed price for production CLINs shall be inclusive of all fabricating, testing, inspection, packaging, and delivery of the solicited item. Each Offeror must propose a firm-fixed-price for all CLINs for all ordering periods. Failure to provide a price for any item/CLIN/ordering period may result in the offer not being considered for award. To:(4) The Offerors shall submit pricing in Attachment 0005 - M2 M48 M2A1 Price Matrix for all priced CLINs, including all specified quantities (price points) and quantity ranges, when applicable. For the Barrel CLINs, pricing should only be submitted for the M48/M2 Spare Barrel and M2A1 Spare Barrel. The Enhanced M2A1 Barrel is removed from the requirement at this time and no pricing shall be submitted for the Enhanced M2A1 Barrel at this time. The proposed price for production CLINs shall be inclusive of all fabricating, testing, inspection, packaging, and delivery of the solicited item. With the exception of the Enhanced M2A1 Barrel, which is removed from the requirement, at this time, each Offeror must propose a firm-fixed-price for all CLINs for all ordering periods. Failure to provide a price for any item/CLIN/ordering period may result in the offer not being considered for award. 2) Revise Attachment 0005 - M2 M48 M2A1 Price Matrix to remove Enhanced Barrels from the price evaluation 3) Revise Section M.3.3.5 Price Factor (2) Barrel CLINs of the Solicitation From:(2) Barrel CLINs (Multiple Quantity Ranges): The evaluated quantity for each CLIN will be based upon the Governments current estimated requirement. A weighted unit price will be calculated for each CLIN, by multiplying the proposed unit price for each quantity range, including the evaluated per unit rental value for Government property, by its assigned weight, summing the weighted unit prices for all quantity ranges within the CLIN and rounding that amount to the nearest hundredth (two decimal places). The weighted unit price will be multiplied by the evaluated quantity to compute the weighted evaluated price for each CLIN, which is rounded to the nearest whole dollar. To: (2) Barrel CLINs (Multiple Quantity Ranges): The evaluated quantity for each CLIN will be based upon the Governments current estimated Requirement, which with this Amendment excludes the Enhanced Barrel M2A1 at this time. A weighted unit price will be calculated for each CLIN, by multiplying the proposed unit price for each quantity range, including the evaluated per unit rental value for Government property, by its assigned weight, summing the weighted unit prices for all quantity ranges within the CLIN and rounding that amount to the nearest hundredth (two decimal places). The weighted unit price will be multiplied by the evaluated quantity to compute the weighted evaluated price for each CLIN, which is rounded to the nearest whole dollar. 4) Revise Section M of the Solicitation updating the Evaluated Royalty Amount (Reference revised chart in Section M, Paragraph M.3.3.5.C.(5)). From: (5) Evaluated Royalty Amount: In accordance with the license agreement between the U.S. Government and General Dynamics Ordnance and Tactical Systems (GD-OTS), a 5% royalty fee for the use of GD-OTS M2A1 Kit TDP will apply to a portion of the M2A1 Machine Gun that comprises the M2A1 kit manufactured by an entity other than GD-OTS. Therefore, an evaluated royalty amount will be added to the Total Evaluated Price (TEP) of M2A1 Machine Guns, spare barrels, enhanced barrels, spare parts kits (SPs), individual spare parts (ISPs), and special tools kits for all Offerors. The royalty price adjustment will be calculated by applying a royalty rate of 5% to a portion of the weighted evaluated price/evaluated price of the M2A1 Machine Gun. The applicable portion subjective to the royalty is 33.00% of the weighted evaluated price/evaluated price of each M2A1 Machine Gun, 100.00% for each spare barrel, 100.00% for each enhanced barrel, 40.51% for each SP, 25.86% for each ISP, and 31.31% for each Special Tool Kit. The Government hereby opens Discussions on 02 May 2024 and anticipates closing Discussions on 09 May 2024. Final Proposal Revisions shall be in writing and the Government intends to make award without obtaining further revisions. Offerors are cautioned that any changes submitted as a result of the Final Proposal Revision response may result in changes either positive or negative, to the overall evaluation. Responses to Evaluation Notices and Final Proposal Revisions are to be submitted through the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/ no later than 09 May 2024 at 15:00 Eastern Standard Time.
