The U.S. Army, Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Project Manager Soldier Lethality (PM SL) intends to solicit and negotiate on a sole source basis with Barrett Firearms Manufacturing Inc. (BFMI), 5926 Miller Lane, Christiana, TN 37037-5612 for the acquisition of M107 Long Range Sniper Rifle (M107 LRSR) and two variations, M107A1 Sniper Rifle (an upgrade to the M107) and the M82A1 Sniper Rifle (the commercial variant of the M107) along with Spare Parts, Accessories, and Training. In accordance with FAR 6.302-1(a)(2)(ii) supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major weapon system or highly specialized equipment when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that will not be recovered through competition. FAR 6.302-1(a)(2)(ii)(A) is deemed applicable because BFMI is currently the only qualified source in accordance with the M107 LRSR qualification requirements. The anticipated contract requirement will be a Firm-Fixed-Price (FFP) Requirements Contract. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. This notice is not a solicitation and does not obligate the government to issue a Solicitation, nor will the government be liable for any costs involved for submission of information in response to this notice.
