Description: The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is seeking possible sources to produce the high energy pressable Picatinny Arsenal Explosive-3 (PAX-3). Specifications: The product must be produced utilizing a slurry coating process and conform to MIL-DTL-32636. Proposed production facilities must be capable of producing 80,000 to 150,000 pounds of PAX-3 annually. Raw ingredients to support PAX-3 production shall be restricted to the U.S., its outlying areas or Canada. Production facilities must be capable of executing first article acceptance testing outlined in MIL-DTL-32636 and provide supporting documentation or propose an alternate site capable of executing required testing. MIL-DTL-32636 is marked Distribution Statement D, Distribution authorized to U.S. Department of Defense and U.S. DOD Contractors only and is Export Controlled. The MIL-DTL-32636 can be provided upon request and PCO approval. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the specification (See https://www.dla.mil/Logistics-Operations/Services/JCP/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. In addition to the DD Form 2345, Offerors are required to submit an AMSTA-AR 1350 - Technical Data Request Questionnaire and a Non-Disclosure and Non-Use Agreement (included as attachments to this Market Survey) prior to the PCO releasing any data. Offerors who received the technical data will be required to return or destroy the data provided upon Government request. Please be advised that the Government will not pay for any information submitted under this announcement. Interested companies should submit their qualifications and capabilities electronically within 15 days of this notice to: erin.m.donaldson2.civ@army.mil and michael.w.carrano.civ@army.mil. Interested companies should respond by providing the Government the following information: (1) Name of company and CAGE Code; (2) Point of Contacts name, telephone number and E-mail address; (3) Company address; (4) Business size information; (5) Identification of whether you are interested in this opportunity as a prime or a subcontractor; (6) A detailed description of the proposed production facility along with the associated manufacturing readiness level (MRL). Submissions shall include a timeline to begin production, not to exceed 36 months after contract award, a summary of the production equipment and status, associated production experience, testing and inspection capabilities to meet MIL-STD-32636 requirements, personnel and past manufacturing experience; (7) A brief summary of possible partnering/teaming arrangements. Please identify any proprietary information submitted. A respondent to this survey must have the majority of the skills and facilities that are required to manufacture this item. If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same resource criteria as the prime contractor. This is a market survey, not a pre-solicitation notice. If a formal solicitation is generated at a later date a solicitation notice will be published. All information is to be submitted at no cost or obligation to the Government.
