Purpose: The Army Contracting Command New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (PM-TAS) to identify potential sources for the development and the delivery of hardware and software of the BIOS and Signing Station software suite for the Fire Control Computer III (FCCIII) PN 1307XXXX. Contractor shall also be able to procure and deliver FCCIII computers. Description: This Sources Sought is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of PM-TAS or ACC-NJ. The contractor shall deliver one set of signing station equipment. Each set includes two (2) computers loaded configured with the Signing Station Software Suite, two (2) Hardware Security Modules (HSM), and ten (10) Keycards. The Contractor shall develop and deliver the configuration build environment which includes Extended Key Functionality and Windows SSD Reset Utility capabilities. Build Instructions and User’s Guide shall also be provided. The contractor shall also be able to procure and deliver a minimum of QTY 106 FCCIII computers IAW PN 13076627 and Performance Spec 1310XXXX dated 14 February 2023 and associated vehicular mounts. The contractor shall be able to provide the below cyber security features: • Secure BIOS • Secure Firmware • Secure Boot Manager (SHIM) • Cyber Supply Chain Risk Management (C-SCRM) • OPAL Encryption and Automated SSD Binding • Unbinding Utility Tool • BIOS Release Manager • TPM (Trusted Platform Module) Provisioning Server Setup • Unique BIOS Passwords • Customer Specific Cryptographic Keys All interested vendors are requested to provide: 1. Statement of capability describing the vendor’s capability to provide the items. 2. Rough Order Magnitude Cost to provide supplies/services. 3.Rough Order Magnitude Schedule to provide supplies/services inclusive First Article Testing (if applicable). For purposes of this RFI, the TDP may be provided upon request following receipt and approval of these signed and completed documents: (1) DD Form 2345 – Military Critical Technical Data Agreement; (2) AMSTA-AR Form 1350 – Technical Data Request Questionnaire; and (3) a Non-Disclosure Agreement (NDA). Submissions of designs that are not fully compliant with all requirements are also encouraged so that PM-TAS may assess the capabilities of all currently available sources. The Government recognizes that proprietary and/or classified data may be a part of this effort. If so, clearly mark such restricted/proprietary and classified data and present them as an addendum to the nonrestricted/non-proprietary and unclassified information. Participation in this Sources Sought is completely voluntary by the vendor and as such all costs to develop the vendor’s response are to be borne by the participating vendor.
