The U.S. Army Contracting Command – New Jersey (ACC-NJ), on behalf of the U.S. Army Combat Capabilities Development Command (DEVCOM) – Armament Center located at Picatinny Arsenal, NJ intends to solicit, negotiate, and award a firm fixed price purchase order to GelSight Inc., 179 Bear Hill Rd, Ste 202, Waltham, MA 02451 for the purchase and delivery of one (1) Commercial off the Shelf (COTS) handheld 3D tactile sensor that allows for in-situ micron-level topographic measurement of any surface. GelSight Inc.’s proprietary elastomeric sensor is the only one of its kind and there are no other authorized resellers or distributors. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement, or proposal, which shall be considered by the Government. The Authority for this procurement comes under Federal Acquisition Regulation (FAR) 13.106-1(b)(1), GelSight, Inc. is the only known source who can meet the Government requirement. A Sole Source Justification was approved 11 September 2023 explaining that GelSight Inc. is the only source capable of providing the required equipment.
