The U.S. Army, Army Contracting Command, New Jersey (CCNJ) on behalf of the U.S. Army Combat Capabilities Development Command (CCDC) – Armaments Center, located at Picatinny Arsenal, NJ intends to solicit, negotiate, and award a firm fixed price contract to A-P-T Research, Inc. 4950 Research DR, Huntsville, Alabama, 35805-5906 for the Explosive Safety Training. A-P-T Research Inc. is a large business and is the only contractor that could provide the necessary training and certificates to meet the Government’s requirements. This learning service specifically provided only from A-P-T or AMTEC have been identified by AMC to fit the form, fit and function required for the issuance of an Energetic Certification for personnel working with/near energetics. The Authority for this procurement comes under 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items. The NAICS code for this effort is 541990 and the small business sized standard is $16.5M. A Sole Source, justification was approved 15 March 2022 and the redacted document is attached to this notice.
