Amendment 2: This amendment serves to answer questions received from industry. Question 1: The NAICS code assigned to this procurement is 332993, Ammunition (except Small Arms) Manufacturing, and the Product Service Code (PSC) is 1395, Miscellaneous Ammunition. The Sources Sought notice states: “The Government is seeking to identify prime contractors who are technically and financially capable of acquiring the attached list of SAWS from around the world for delivery to Continental U.S. (CONUS) locations”. This implies that a prime contractor does not necessarily have to be registered (in SAM) under either the NAICS code or the PSC code in order to bid, so long as it is “capable of acquiring” the required items. Please confirm. Answer 1: Offerors will be required to comply with the requirements found within FAR 52.204-7 and specifically FAR 52.204-7(b)(1): An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. (End Amendment 2) Amendment 1: ACC-NJ will require proposals to be submitted via the Solicitation Portal, which is located in the Procurement Integrated Enterprise Environment (PIEE) suite .at https://piee.eb.mil/pee-landing/. In order to do so, vendors must be registered as a Proposal Manager in PIEE. Proposals submitted by mail or hand carried will not be evaluated. Proposals sent through proprietary or third party File Transfer Protocol (FPT) sites or DoD Secure Access File Exchange (SAFE) will not be retrieved. (End Amendment 1) The U.S. Army Contracting Command – New Jersey, on behalf of the Office of the Program Manager Maneuver Ammunition Systems (PM-MAS) and the Product Director Special Ammunition and Weapon Systems (PdD SAWS), located at Picatinny Arsenal, NJ 07806-5000, intends to issue a Request for Proposal (RFP) for Special Ammunition and Weapon Systems (SAWS) in support of the Department of Defense (DoD), other United States (U.S.) Agencies and Government foreign allies in support of testing, training and combat. This procurement is for the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts with five, one year Ordering Periods. The overall contracts shall include a minimum guarantee of $20,000.00 over the five year contract term. This is a pre-solicitation notice and the Government anticipates that a formal solicitation will be issued on or about 5 July 2022.
