The purpose of the proposed requirement is for test assets, engineering/technical support, studies and analysis, manufacturing production and process capability and capacity assessments, product and process design development, equipment, components, testing, training aides, fabrication and qualification of production representative products, and prove out of manufacturing and inspection processes for new or existing small caliber munitions systems, testing/development equipment, failure analysis studies, and prove-out production items for the development and improvement of new or existing small caliber ammunition systems to include but not limited to 5.56mm, 7.62mm, Caliber .50, 9mm, 6.8mm and sniper ammunition.

The U.S. Army Contracting Command - New Jersey (CCNJ), on behalf of the Program Manager for Manuever Ammunition Systems (PM-MAS) which manages the production of small caliber ammunition systems for the Joint Program Executive Office for Armaments & Ammunition (JPEO AA) intends to award up to 2 new five one-year ordering periods that provide for FFP and CPFF Delivery/Task Orders for the procurement of Small Caliber Non-Recurring Engineering (Small Cal NRE). The nature of this effort will be the procurement of Development, Engineering, Manufacturing, Design and Testing Support of Small Caliber programs for PM-MAS at Picatinny Arsenal, NJ. The proposed requirement is for test assets, engineering/technical support, studies and analysis, manufacturing production and process capability and capacity assessments, product and process design development, equipment, components, testing, training aides, fabrication and qualification of production representative products, and prove out of manufacturing and inspection processes for new or existing small caliber munitions systems, testing/development equipment, failure analysis studies, and prove-out production items for the development and improvement of new or existing small caliber ammunition systems to include but not limited to 5.56mm, 7.62mm, Caliber .50, 9mm, 6.8mm and sniper ammunition. Individual task/delivery orders will be issued defining the work required and may contain options; however, being a Non-Recurring Engineering effort, specifics on tests, services and supplies are not currently available. The objective of this proposed procurement action is to provide a contract vehicle under which the Government can quickly and efficiently place orders for these types of products and services.
