The Army Contracting Command - New Jersey, on behalf of the United States Army Criminal Investigation Division (CID), is seeking software that provides capability similar to the currently available CellHawk Call Detail Record Mapping and Analysis software. Functionality should include the following: - Ability to map cell site locations from most call detail record formats - Load and analyze geographical data from electronic service providers (e.g., Google), GPS, and mobile phone extractions - Plot cell device geographical movement over time - Set geographic boundaries of interest - Show cell tower location and sector information that comes directly from the uploaded call detail records (not using crowdsourced tower information) - Conduct link, frequency, and timeline analysis between data sets - Maps live ping alerts for cell phone ping requests - Reverse phone look-ups - Provides legal templates for preservation letters and search warrants - Generate standardized reports in multiple formats for courtroom presentation - Set baseline maps of different types (e.g., terrain, satellite, street, aviation) - Ability to forensically analyze data without making changes to originals Additionally, CID would require training for 90 users that can be provided on a virtual platform (e.g., Microsoft Teams). The contract would be for one base year with two potential option years.
