The US Army Contracting Command – New Jersey (ACC-NJ), in support of US Army Combat Capabilities Development Command Armament Center (CCDC AC), Weapons and Software Engineering Center (WSEC) intends to solicit, negotiate and award a sole source effort to Hexagon Manufacturing Intelligence, Inc., 436 Mclaws CIR, Williamsburg, Virginia 23185-5646, in accordance with “41 United States Code 1901 as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items”. The anticipated period of performance is 12 months with four (4) one (1) year options, Firm-Fixed-Price (FFP) contract for Esprit Computer Aided Manufacturing (CAM) Maintenance and Software Upgrades. This is a brand name requirement for software developed by Hexagon Manufacturing. The Justification and Approval (redacted version is attached) states that Hexagon Manufacturing is the sole creator, developer and distributor of Espirit CAM software, thus no competition exists that provides such software. This notice of intent is not a request for competitive proposals and is meant to satisfy the requirements of FAR 5.201, which requires a notice of intent to be posted at the time a solicitation is issued.
