The US Army Contracting Command-New Jersey, on behalf of the Joint Program Executive Office for Armaments and Ammunition (JPEO A&A)) intends to solicit, negotiate, and award a new sole source Firm Fixed Price (FFP) Contract for Capillary Rheometer to Instron. The Limiting Competition Below SAT Justification cites only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization as there will be unacceptable delays to the Government. Authority for this procurement comes under FAR 13.106-1(b)(1). This notice of intent is not a request for competitive proposals.
