The US Army Contracting Command-New Jersey, on behalf of the U.S. Army Combat Capabilities Development Command, Armaments Center’s (DEVCOM-AC) Quality Engineering and Systems Assurance (QE&SA) Directorate’s Radiography Laboratory located at Picatinny Arsenal, NJ, intends to solicit, negotiate, and award a follow-on sole source Firm Fixed Price (FFP) Contract for a Thermal Neutron Radiography (NR) System to Phoenix, LLC (Phoenix), 2555 Industrial Drive, Monona, Wisconsin 53713-4810. A Justification & Approval (J&A) document was approved which addresses duplication costs to the Government. Authority for this procurement comes under Title 10, United States Code (U.S.C.) Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) – “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” The justification will be made available within 14 days after contract award in accordance with FAR 6.305.
