The proposed Solicitation Number for this action will be W15QKN-21-F-0087, a Request for Proposal (RFP) entitled Information Technology Services and Support on behalf of the of the Product Director Acquisition Logistics and Technology Enterprise System and Services (PD ALTES) will be issued on 20 April 2021 and shall be opened for a period of 30 days. The North American Industrial Classification Standard (NAICS) Code for this effort is 541519, size standard, $30,000,000.00. The Product Service Code for this effort is R408. The United States Army Contracting Command - New Jersey (ACC-NJ), 5418 South Scott Plaza, Fort Fix, NJ, on behalf of PD ALTESS, intends to issue a sole source Cost Plus Fixed Fee contract under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other type of supplies or services will satisfy agency requirements, awarding to any other source would result in unacceptable delays in fulfilling agency requirements to the International Business Machines, Corporation - 6710 Rockledge Drive, Bethesda, Maryland, 20817-1834 to continue Information Technology Services and Support. Competition, either full and open or limited is not feasible since IBM is the only source with the specialized knowledge and experience capable of meeting the Government's requirements for the unique support services required for the continuation of these services and support. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Please note this does not constitute a RFP. Responses to this announcement will not be considered proposals, and cannot be accepted by the Government. This notice should not be construed as a commitment of any kind by the U.S. Government. Description of Services: The Information Technology Services under this sole source acquisition provide PD ALTESS core Information Technology (IT) mission, customer reimbursable services operations, and sustainment operations. Task areas include Systems Engineering Operations, Financial and Acquisition Operations and Application Modernization and Sustainment, Service Desk Operations, Cloud Support, Continuous Network Security Monitoring and Intrusion Detection, Incident Response Analysis and Operations, Attack Sensing and Warning, Service-Level Business Operations, and Network Operations for two major data centers located at Radford, Virginia, and Ft. Bragg, North Carolina. The Period of Performance is 3 Months. The Place of performance for this action is located in Radford, Virginia Bldg. 213 Constitution Road, Radford, VA 24143 and Fort Bragg, IPN, Bldg 1548 Scott Street, POR3479 - Fort Bragg, NC 28310 The Justification and Approval for the above authority citied will be made available in accordance with FAR 6.305, Availability of the Justification, within 14 days after award.
