Amendment 0001, dated 16 August 2021 The purpose of Amendment 0001 to Request For Proposal (RFP) W15QKN-21-R-0079 is to: 1. Answer the following question received from industry in response to Solicitation W15QKN-21-R-0079: Question 1: The subject Solicitation states in Section L, Paragraph L.2.3.1.a. that we are to provide one (1) signed and completed paper copy of the attached Standard Form (SF 33) and continuation sheets (Section A through M) signed by a person authorized to enter into the proposed contract on behalf of the Offeror. However, there are no instructions regarding which volume this belongs. Given the (81) total pages, of the requested SF 33 and continuation sheets (Sections A through M), it does not align with any of the volumes' page limits. Please advise. Answer 1: The RFP W15QKN-21-R-0079 is the Standard Form 33 (SF 33) and it consists of Sections A through Sections M. You have to go section by section and complete all the required fill-ins. ***************************************************************************** Amendment 0002, dated 01 September 2021 The purpose of Amendment 0002 to Request For Proposal (RFP) W15QKN-21-R-0079 is to: 1. Answer the following questions received from industry in response to Solicitation W15QKN-21-R-0079: Question 1: In Section L, paragraph L.4.5, it lists the requirements for "Volume V"; however, this volume is not listed in Section L.3. Furthermore, there is an absence of Volume 4 (it skips from 3 to 5 in L.4). Answer 1: There is no Volume IV - that would have been for evaluation of small business participation, which we do not need since we are setting aside to small businesses. Question 2: Will the Government please confirm the validity of Volume 5 and provide a page limitation for it (even if there is no page limit)? Furthermore, will the Government confirm the purposeful absence of Volume 4? Answer 2: Volume V is legit. It is for the Contractor to fill-in all the sections of the RFP and sign the first page and all amendments. There is no page limit. Question 3: Will the Government provide a period of validity for proposals (e.g. 180 days from the date of submission)? Answer 3: Proposals shall be valid through six (6) months after proposal due date. Question 4: Will the Government state, or update Section F, to reflect the projected performance periods (by CLIN)? Or provide a projected contract start date? Answer 4: Projected start date will be updated when the contract is signed/awarded. ********************************************************************** Amendment 0003, dated 2 September 2021 The purpose of Amendment 0003 to Request For Proposal (RFP) W15QKN-21-R-0079 is to answer a question from industry: Section L.2.2 of the solicitation states: Please note that paper/hardcopy proposal submissions will not be accepted. All proposals shall be submitted electronically via DOD SAFE site. However, Section L.2.3.1.a states: One (1) signed and completed paper copy of the attached Standard Form 33 (SF 33) and continuation sheets (Sections A through M) signed by a person authorized to enter into the proposed contract on behalf of the Offeror. Question: Should the SF33 form be signed and submitted electronically through DOD SAFE with the proposal documents or delivered in person as a paper copy? Answer: Yes, the SF33 form is to be signed and submitted electronically through DOD SAFE with the rest of the proposal documents. ******************************************************************************* Amendment 0004, dated 09 September 2021 The purpose of Amendment 0004 to Request For Proposal (RFP) W15QKN-21-R-0079 is to answer a question from industry: Question 1: In accordance with the Solicitation, Section L.2.2, requesting the DOD SAFE Site in order to submit our solicitation submission electronically. Answer 1: The DOD SAFE Site is located at https://safe.apps.mil/. ********************************************************************** The U.S. Army, Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Project Director Joint Services (PD JS), is seeking potential small business sources in order to sustain and modernize the organic and commercial convential ammunition industrial base (IB). The ammunition IB provides for the development, production, storage, overload, and demilitarization of ammunition for the Joint Warfighter. Modernization of the Army Ammunition Plants (AAP) will ensure the IB keeps pace with advance technologies that allow the Army to readily and efficiently equip the Joint Warfighter. Additional critical IB infrastructure and manufacturing process upgrades are required and anticipated. Although the Government does have engineering capability, we are in need of subject matter experts (SMEs) in certain areas in order to achieve greater effectiveness and efficiency in the ammunition IB. The specific areas that will be supported through this contract effort are as follows: -Program Management (Contractor management and reporting of their effort) -National Technology and Industria Base( NTIB) Business Strategy and Risk Mitigation Support -NTIB Planning and Analysis Support -NTIB Project Execution Engineering and Technical Support -Facility Competition and Analysis Support -Armament Retooling and Manufacturing Support (ARMS) Analysis and Implementation Support -Demilitarization and Disposal (Demil) Analysis and Technical Support -Life Cycle Pilot Process (LCPP) Analysis and Technical Support
