The U.S. Army Contracting Command - New Jersey (ACC-NJ) on behalf of the U.S. Army DEVCOM Armament Center, intends to issue a Request for Proposal for one (1) complete handheld Laser-Induced Breakdown Spectrometer (LIBS) to facilitate elemental analysis of metals and alloys the Government requires a complete handheld Laser- Induced Breakdown Spectrometer. A field portable system is required for analysis alloys of steel, nickel, aluminum, lead, and other elements, and capable of identifying impurities in metals and metal alloys. This system will be used to support a range of programs from production analysis to basic and applied research. The resultant purchase order shall be awarded as a firm fixed price contract with a period of performance of 45 days after award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested; a written solicitation, W15QKN-21-Q-0058, is attached. Solicitation No. W15QKN-21-0058 is issued as a request for quotation (RFQ), and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-61. This is a total small business set-aside under NAICS 334516 with a small business size standard of Number of Employees: 1000. In accordance with FAR 37.104-(a) Personal Services Contracts, the subsequent contract is not considered to be a personal service. The U.S. Army Contracting Command – New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000 intends to award one (1) firm-fixed-price (FFP) purchase order, as a total small business set-aside, for the purchase and delivery of one (1) complete handheld Laser-Induced Breakdown Spectrometer. Attached is the solicitation, W15QKN-21-Q-0058, for this requirement detailing all specific details, to include, but not limited to, the statement of work, instructions to offerors, evaluation criteria, clause/provisions.
