The US Army Contracting Command - New Jersey, Information Technology Division, on behalf of the United States Army Criminal Invesitgation Command (USACIDC), for eight (8) LeadsOnline software licenses to provide nationwide web-based access to reliable transaction data from pawnshops and scrap yards for use in criminal investigations and the other missions conducted by the USACIDC. Inventory for each license licenses will be overseen from Headquarters, USACIDC, Quantico, VA, with users located throughout the US and overseas where there is a USACIDC presence. The electronic data transfer services for pawn, secondhand, scrap metal recycler and eBay seller data shall be able to be to be used at the same time within the same system. The Government intends to issue a solicitation as a sole source under Federal Acquisition Regulation 13.106-1(b)(1) for this requirement. Please note that this notice does not constitute a Request for Proposal (RFP). All responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the Government, no later than 27 Febraury 2021 at 12:00 PM EST. This notice is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved for submission of information in response to this notice.
