The Army Contracting Command-New Jersey (ACC-NJ) on behalf of Project Manager, Close Combat Systems (PM-CCS) and the U.S. Army Combat Capabilities Development Command Armaments Center (CCDC-AC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for support, training, information for Government milestone documentation, system modification to the Brand Name ArrestNet System. The intention is to procure these services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.” REQUIRED CAPABILITIES The Contractor shall provide associated support and information for the proprietary ArrestNet system. The ArrestNet is a portable Non-Lethal vehicle stopping system for wheeled vehicles that will be tested against Government requirement. The ArrestNet system will be evaluated for the ability to stop wheeled vehicles weighing up to 22,000 lbs. traveling 30 mph within 200 feet of deployment. The non-lethal solution will not adversely impact occupants wearing seatbelts or impart more than minimal damage to the targeted vehicle. The intent of this effort is to obtain, the support, documentation and assets required to field the vehicle stopping solution as an improvement over currently fielded portable non-lethal systems. Technical services in support of the areas specified in Program Background (above). If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: The Government requires ArrestNet system information that will be used in milestone documentation and system training. The Government also requires the ability to modify the ArrestNet in response to Production Verification Test results, and the ability to manufacture systems for testing. ArrestNet System Information: The Government requires ArrestNet system information concerning logistics, safety, quality, pollution prevention and control, etc., necessary for Government programmatic milestone documentation for the SNS-RDD program. Logistics information would include a Level of Repair Analysis, required special tooling, and recommended amount of spares and consumable items per system fielded. The following Information would be required, prices for each are desired. 1. An Engineering Drawing Tree which consists a block diagram format that identifies all system, subsystem, equipment drawings to be delivered as part of the drawing package 2. Level of Repair Analysis (LORA) Input Data which consists of a List of items that may fail or no longer perform as intended, decision to repair or discard and the recommended repair level for each. 3. Failure Mode Effect & Criticality Analysis Report including structured worksheets that list the system failure modes and Impacts. 4. Provisioning Parts List that contains the end item, component or assembly and all support items which can be disassembled, reassembled, or replaced, and which, when combined, constitutes the end item, component, or assembly and shall include items such as parts, materials, connecting cabling, piping, and fittings required for the operation and maintenance. 5. Engineering Data for Provisioning which consists of data needed to indicate the physical characteristics, location, and function of the item. EDFP may also include government or industry specifications or standards, engineering drawings, production or commercial drawings and associated lists, commercial catalogs, and sketches or photographs with descriptive characteristics. 6. Logistics Product Data that comprises the support and support-related engineering and logistics data acquired from contractors generated as a result of the product support analysis conducted during the design, development, and initial fielding includes data for maintenance planning, logistics design requirements, reliability and maintainability, system safety, maintenance engineering, support and test equipment, training and training devices, manpower and skills, facilities, transportation, supply support, parts packaging, initial provisioning, cataloging, item management and in-service feedback. 7. A Product Baseline Index that shows the current listing of documentation which comprises the authorized configuration identification of the Configuration Item (CI) (i.e., end-item product, equipment, or a system) 8. A Physical Configuration Audit (with Government participation) that involves a comparison of product to specifications and drawings to identify and resolve discrepancies and establishes a production baseline. 9. A System Safety Hazard Analysis Report (SSHAR) that contains the information used to systematically identify and evaluate hazards, both real and potential, for their elimination or control. 10. A Reliability and Maintainability (R&M) Predictions Report documents contractor quantitative predictions of reliability, maintainability 11. A Technical Report – Study – Services – Pollution Prevention and Control Plan that lists items in the manufacture, use or disposal of the end item results in a pollution hazard. List metallic materials used their location and susceptibility to corrosion. 12. A Proposed Parts List of Spare & Replacement Parts that consists of the Contractor’s recommended spare parts list by part number for all spare parts, consumables, replacement components needed for the system to function, maintenance, or repair. Arrest Net System Training: The Government requires ArrestNet system use, setup teardown, troubleshooting and maintenance training for up to 20 individuals at a Government test facility. The training shall convey the information necessary to conduct a Production Verification Test. ArrestNet System Modification: The Government requires the ability to troubleshoot ArrestNet system failures and develop mitigation strategies including system modifications in response to Government Production Verification Test results. ArrestNet Manufacture/ Production: The Government requires the ability to produce Production Verification Test replacement quantities in response to an ArrestNet system design change that addresses PVT test results. The Government also requires information concerning the future potential to produce. The Government also requires information concerning the future potential to produce ArrestNet systems in larger quantities for Low Rate initial Production and Full Rate Production. Technical Data Package and Rights: In accordance with FAR 27.3 and 27.4, address any Patents or Data Rights that might be asserted if a contract is issued. Provide information on any registered patents, copyrights or trademarks owned by your organization as they relate to the ArrestNet vehicle stopping solution. Indicate what, if any, Limited Rights Data or Government Purpose Rights Data might be available for use under a potential Contract. Indicate if your organization will consider the sale of a Technical Data Package for the vehicle stopping system. The Capabilities Statement should include familiarity/experience with ArrestNet system design, manufacturing and testing, access to the Technical Data Package, Drawings, and manuals. This would include any established agreement with Pacific Scientific Energetic Materials Company giving access to the proprietary information. The Capabilities Statement should also include relevant experience in troubleshooting, providing training and producing the ArrestNet system. Address if there are any standard warranties available for purchase or included in the purchase price. Include information concerning current contracts or Cooperative Research and Development Agreements (CRADA’s) with US Government agencies relevant to the acquisition of the identified vehicle stopping solution. Include information if you firm is a member of a consortium such as the DoD Ordnance Technology Consortium (DOTC), including contract or award vehicle numbers and any efforts performed that may be relevant to the development of non-lethal vehicle barrier solutions. Address if there are any long lead time items, duration between contract award and deliverable systems. ELIGIBILITY The applicable NAICS code for this requirement is 314999 with a Small Business Size Standard of500 employees. The Product Service Code is 4240. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, EST, 17th January 2020. What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the tasking described in this PBSOW for the base period as well as the option periods. 6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 7.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 8.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The estimated period of performance consists of a 1 year base contract with a 1 year option to extend with performance commencing in FY20. Specifics regarding the number of option periods will be provided in the solicitation. The contract type is anticipated to be a Firm Fixed Price and Cost hybrid type contract. Firm Fixed Price for support for PVT testing and Cost reimbursable for replacement test samples. The Level of Effort for 1 year with a possible 1 year extension option. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal.
