Demilitarization Research and Development The US Army Contracting Command (ACC) – New Jersey, Picatinny Arsenal, New Jersey 07806-5000 is conducting a Market Survey on behalf of the U.S Army Combat Capabilities Development Command – Armaments Center (CCDC-AC) for research, development, and engineering services in support of the Department of Defense for studying, developing and improving conventional ammunition and energetic material demilitarization (demil) and disposal capabilities, technologies, procedures, and processes primarily for implementation on US Government owned facilities for operation by US Government personnel. CCDC-AC anticipates the need for technology and processes to be designed, built, installed, and tested for the demilitarization and disposal of energetic material (e.g. explosives, pyrotechnics, and propellants) containing ammunition and items at US Government owned installations operated by the US Government. This need is focused primarily on the US DoD stockpile of obsolete, excess, and unserviceable “conventional ammunition”, defined in DoDI 5160.65, Single Manager for Conventional Ammunition (SMCA), which includes items such as small through large caliber small through large caliber ammunition, tank ammunition, mortars, artillery projectiles, landmines, grenades, demolition material, cluster bombs, pyrotechnics, smokes, riot control, bombs, missiles, rockets, torpedoes, and depth charges. In addition to conventional ammunition, demilitarization and disposal technology and processes might also be required for other energetic containing items or materials such as “non-standard” ammunition (i.e. ammunition from other countries), ammunition prototypes from research and development activity, off specification items or waste material from production processes, energetically contaminated material, items from Other Government Agencies, and commercial products. Munitions representing nuclear, chemical or biological weapons are NOT included in this capability requirement. Interested companies must have the capability to design, build, install, commission, test, and prove production readiness of technology and processes that treat the above ammunition and energetic materials. The technologies/processes must accomplish the following basic functions: (1) render the ammunition/materials unusable for their originally intended purpose (i.e. “demilitarization”), (2) dispose of all by-products in compliance with environmental regulation, and (3) eliminate all explosive hazards. The technology/process must operate safely and efficiently considering factors such as breadth of munitions addressed, throughput, labor staffing, required operator skill levels, operating cost, reliability, availability, and maintainability. These processes are typically installed, permitted, and tested at Army depots for operation by Government personnel for DoD stockpile demilitarization. Interested companies must have the capability to explore and develop a broad spectrum of possible technologies and approaches to address the large and diverse range of ammunition and energetic materials including mechanical (automation, semi-automation, manual assist, etc.), thermal, chemical, or other. Interested companies must have the capability to perform work at any point over the technology development life cycle to include development at the lab, bench, pilot, prototype, or production scale. Interested companies must also have the capability to perform supporting or related work such as literature searches, studies, analyses, modeling and simulation, evaluations, concept exploration, demonstrations, and procedural development. Work could be required across the range of technology readiness levels (i.e. technology maturity). Technologies can include commercially available or adaptable as well as innovative, novel, or new concepts. All interested companies must be able to perform all of the below capabilities, either in house or through teaming or subcontracting arrangements, with respect to the demilitarization and disposal requirements identified above. Requirements and Solutions Analysis. Conducting requirements analysis to understand the critical parameters defining acceptable solutions based on stockpile and munition item research, environmental and safety policy, and stakeholder needs. Conducting solutions analysis to identify, evaluate, and recommend alternative courses of action for addressing the requirement including associated technical assessments, analysis of alternatives, and business case analysis. Process Modeling and Analysis. Conduct analysis, modeling and simulation to evaluate potential, existing, or developmental processes, procedures, concepts, and technologies to provide insight and understanding, characterize or predict performance, define design basis, evaluate changes, troubleshoot problems, recommend improvements, or perform optimization. Examples include mass and energy balances, process flow analysis, thermal/chemical reaction dynamics, detonation dynamics and stress analysis, industrial work flow analysis, process efficiency analysis, and process troubleshooting. Scientific Investigation. Conducting basic and applied research leading to better understanding of degradation, transformation and destruction of energetics and munitions including chemical, biological, and physical methods. Provide data management and analytics to document results with statistically relevant conclusions. Engineering. Conduct systems engineering technical and technical management processes to translate requirements into solutions. Develop a System Engineering Management Plan (SEMP). Perform engineering analysis and design. Prepare engineering designs and associated documentation and apply configuration management practices to describe physical and functional characteristics and develop, manage and document technical solutions. Conduct design reviews. Industrial Control System (ICS). Prototype Demil lines require Industrial Control Systems to enable to the line to function properly. Contractor shall identify their ability to develop and implement ICS including necessary software to support Demil technology solutions. Conduct software requirements analysis, non-network software design, software reviews, configuration management, change control, and software transition. Quality Management. Implement and maintain a quality system plan that encompass all technical and manufacturing aspects of engineering design, production, and materials and ensure quality requirements are met. Hardware. Fabricate and/or procure lab/bench scale, prototype, pilot, production, or other hardware. Conduct make or buy analysis and consider off the shelf equipment. Install, modify, and upgrade hardware at the designated test/operational contractor or Government location. Provide spare parts. Build inert munitions. Testing and Evaluation. Perform testing to explore, evaluate and demonstrate concepts and performance at the lab, bench, pilot, prototype, and/or production scale at the sub-system and/or system level. Conduct vendor acceptance testing to verify acceptable performance of hardware before delivery. Conduct commissioning and start-up activities of processes and equipment to achieve an operational state and evaluate performance. Perform sub-system and/or system level tests to verify proper functionality. Conduct performance testing including dry runs, demonstration/validation testing, environmental compliance testing, low rate/initial production verification, and optimization testing using inert and live munitions. Prepare test plans and test reports. Training. Provide training in the theory, principal, operation, troubleshooting, maintenance, repair, modification, and sustainment of demil related science, technology, processes and equipment. Develop training plans and materials. Training could be classroom, virtual, and/or on the job. Operational Support. Provide operational support of processes including operation, debugging, troubleshooting, maintenance, repair, and modification either on site or remotely. Reliability. Implement reliability programs that ensures reliable, maintainable, and sustainable systems considering factors such as mean time between failure, mean time to repair, start up time, shut down time, and preventive or unplanned maintenance requirements. Develop system reliability models and conduct reliability assessments. Develop Failure Analysis and Corrective Actions System for monitoring and communicating descriptions of failures, analyses of failure modes and root cause failure mechanisms, the status of design and/or process corrective actions, risk-mitigation decisions, the effectiveness of corrective actions, and lessons learned. Address and mitigate failure modes to ensure that reliability requirements are met, and reliability does not degrade. Provide reliability test results. Safety. Apply explosive safety expertise to minimize hazards and manage risk. Conduct all activities in compliance with Federal, State, local, and DoD safety regulations and policies. Provide supporting analysis and material for safety site plans including protective structure design, blast analysis and calculations, propagation analysis, and development of facility and site drawings. Conduct hazard analyses in accordance with MIL-STD-882 and best industry practice for hazard and operability (HAZOP) analysis and incorporate results into designs, equipment, and processes. Environmental. Provide environmental permitting and compliance support to comply with Environmental Protection Agency and State regulation and policy such as the clean air act, resource conservation and recovery act, and national pollutant discharge elimination system regulation. Provide regulatory and technical project planning recommendations for compliance strategies. Prepare permitting documentation and conduct discussions and negotiations with State agencies to define permitting requirements, obtain favorable permit conditions, and acquire permits. Conduct compliance testing activities including preparation of test plans, test oversight, sampling, sample analysis, reporting, and State notifications. Process could include hazardous waste incinerators, other thermal treatment, or non-thermal (e.g. chemical or mechanical) processes. Prepare documentation describing or documenting processes or operations required by regulation or State request. Documentation. Prepare process related documentation such as operating and maintenance manuals and spare parts schedules.
