Contracting Command – New Jersey, Joint Armaments Division (CCNJ-JA) on behalf of the U.S. Army Combat Capabilities Development Command (CCDC) Armaments Center has a requirement for one 30kN Capacity Universal Testing System and Notched IZOD Impact Testing System for polymer testing. The U.S. Army intends to satisfy this requirement by soliciting, negotiating, and awarding a firm fixed price contract on a sole source basis to Instron, 825 University Avenue, Norwood, MA 02062-2643. Market research has determined that this is the only vendor that satisfactorily meets all the requirement for this testing system. The authority being utilized for the proposed effort is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1). The resultant contract shall be a firm fixed price, commercial contract. The NAICS code for this effort is 334519 and the large business size standard is 500 Employees. Instron is currently the only vendor that can meet the performance capabilities required for the 30kN Capacity Universal Testing System.
