Synopsis – Differential Scanning Calorimeter (DSC) and Thermogravimetry Differential Thermal Analysis (TG/DTA) Instrumentation The U.S. Army Contracting Command, New Jersey (CCNJ) on behalf of the U.S. Army Combat Capabilities Development Command (CCDC) – Armaments Center, located at Picatinny Arsenal, NJ intends to solicit, negotiate, and award a firm fixed price contract to Perkin Elmer Health Sciences, Inc. 940 Winter Street Waltham, MA 02451 for the delivery, installation and training of one (1) Differential Scanning Calorimeter (DSC) instrument and one (1) Thermogravimetry Differential Thermal Analysis (TG/DTA) instrument, with related accessories. Perkin Elmer is a large business. The Authority for this procurement is set forth at FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT) / brand name. The NAICS code for this effort is 334516 and the small business sized standard is 500 employees. A Sole Source Justification was approved March 16, 2020 explaining that Perkin Elmer is the only source capable of providing the required brand name equipment, the redacted document is attached to this notice.
