The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny, New Jersey 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue a non-competitive Request for Proposal (RFP) to Arizona Department of Emergency and Military Affairs (AZDEMA) Ordnance Operations Department (OOD), Camp Navajo (CN) for the secure storage, material handling, inspection and transport of 155mm artillery ammunition to and from YPG, in support of PM CAS Modular Artillery Charge System (MACS), Extended Range Cannon Artillery (ERCA) requirements and other ballistic testing at Yuma Proving Ground (YPG). This effort will be consistent with Department of Defense and Department of Army regulations governing the handling and storage of hazardous materials. Explosive and energetic materials shall be stored in explosive-rated magazines/igloos and shall be periodically inspected to assure safety, security and environmental regulations are complied with. Other inert materials shall be stored in the igloos as well. Trained and certified personnel shall be provided to receive, store, secure, ship and provide general care of the supplies in storage. Periodic inventory and inspections of the 155mm artillery ammunition will be required as specified by the customer. The solicitation will be issued as a sole source effort to AZDEMA, in accordance with Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5 Only one responsible source. The Government anticipates awarding a single Firm Fixed Price (FFP) base period and four option years contract to support FY 21-25. The period of performance for this contract will be for five years from the date of contract award. The contract will include a minimum guarantee of maximum contract value of $1,475,239.16. Please note this notice does not constitute a Request for Proposal (RFP). It is expected that the RFP will be posted in July 2020.
