The U.S Army Contracting Command-New Jersey (CCNJ), on behalf of the Program Manager – Close Combat Systems (PM-CCS) intends to issue a solicitation for the production of the following items: CAP, Blasting: Non-electric, 200 ft. minitube, dual in-line initiator, M19, NSN: 1375-01-681-5484 CAP, Blasting: Non-electric, 500 ft minitube, in-line initiator, M21, NSN: 1375-01-494-6945 CAP, Blasting: Non-electric, 1000 ft minitube, in-line initiator, M23 NSN: 1375-01-494-6941 The M19 Assembly consists of two lengths, 200 ft each, of minitube (dual shock tube line) wound on a spool with and in-line initiator attached to one end of each minitube/line and a blasting cap attached at the other end of each minitube/line. The M21 and M23 Assemblies consist of 500 ft and 1000 ft of minitube (shock tube), respectively, wound on a spool with an in-line initiator attached to one end of the minitube and a blasting cap attached at the other end. Included with each M21 and M23 Assembly are five splices and a removable M9 connector, which is attached to the blasting caps. The aforementioned items will be procured using the following quantity ranges: M19: 500-2000, 2001-8000, 8001-16000 M21: 2000-5000, 5001-15000, 15001-30000, 30001-45000, 45001-75000 M23: 2000-5000, 5001-15000, 15001-30000, 30001-45000, 45001-75000 The Government intends to fulfill this requirement with a single award five (5) year Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract utilizing a Full and Open best value with trade-offs competitive approach. The manufacture, inspection, testing and delivery of the M19, M21 and M23 shall be in accordance with the U.S. Government owned Technical Data Package (TDP). Note: the TDP contains limited distribution markings. Offerors will be required to submit a DD 2345, an AMSTA-AR Form 1350 Technical Data Request Questionnaire and a Non Use Agreement in order to receive a copy of the TDP. The contractor shall be responsible for providing all materials, equipment (minus Government Furnished Property, if utilized), hard tooling, personnel, and facilities necessary to manufacture, produce, and deliver the types and quantities of deliverables specified by the contract. The M19, M21 and M23 shall be manufactured and tested in accordance with the TDP. The North American Industry Classification (NAICS) Code for this procurement is 325920, Explosive Manufacturing. THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP)/solicitation. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This notice should not be construed as a commitment of any kind by the U.S. Government. It is anticipated that a solicitation will be issued on or about fifteen (15) calendar days from the date of issuance of this announcement. Proposals will be required within thirty (30) calendar days from issuance of the solicitation.
