Amendment 0001 - To include Attachment 0025 MIL-DTL-32641 The United States Army on behalf of the Project Manager Close Combat Systems (PM CCS) has a requirement for the production, testing, packaging and delivery of CAP, BLASTING: non-electric, 30 ft. shock tube, M11 (M11 Blasting Cap Assembly/M11 Assembly); CAP, BLASTING: non-electric, 5 minute time fuse delay, M14 (M14 Blasting Cap Assembly/M14 Assembly); CAP, BLASTING: non-electric, 25ms and 200ms delay, 70 ft. shock tube, M15 (M15 Blasting Cap Assembly/M15 Assembly); and DUMMY BOOSTER, DEMOLITION CHARGE: non-electric, 30 ft. inert detonating cord, M652 (M652 Dummy Booster Assembly/M652 Assembly). This is a competitive 100% full and open solicitation. Award shall be made to the offeror whose proposal is the best value to the Government utilizing a trade-off source selection methodology. See attached Request for Proposal (RFP) for additional information and proposal submission instructions. To request a copy of the Technical Data Packages (TDP) see RFP Section A. The U.S Army Contracting Command-New Jersey (CCNJ), on behalf of the Program Manager – Close Combat Systems intends to issue a solicitation for the production of the following items: CAP, BLASTING: Non-electric, 30 ft. shock tube, M11, NSN: 1375-01-576-5213 CAP, BLASTING: Non-electric, 5 minute time fuse delay, M14, NSN: 1375-01-567-5534 CAP, BLASTING: Non-electric, 25ms and 200ms delay, M15 NSN: 1375-01-686-8331 DUMMY BOOSTER, DEMOLITION CHARGE: non-electric, 30 ft. inert detonating cord, M652, NSN: 1375-01-470-2399 The M11 Assembly consists of 30 foot length of shock tube, environmentally sealed at one end, a J-Hook, and a non-electric, non-delay blasting cap attached at the other end. The M14 consists of approximately 7.5 ft. of M700 Time Blasting Fuse, environmentally sealed at one end, and a non-electric, non-delay blasting cap attached at the other end. The M15 consists of a 70 foot length of shock tube with slightly different size factory crimped detonators at each end containing different delay elements. The M652 physically represents the M152 (30 foot version of the M151), except it consists of 30 foot of inert detonating cord. The aforementioned items will be procured using the following quantity ranges: M11: 5000-25000, 25001-50000, 50001-100000 M14: 5000-25000, 25001-50000, 50001-100000 M15: 5000-25000, 25001-50000, 50001-100000 M652: 500-10000, 10001-30000 The Government intends to fulfill this requirement with a single award five year Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract utilizing Full and Open Competition with a best value evaluation approach. The manufacture, inspection, testing and delivery of the M11, M14, M15 and M652 shall be in accordance with the U.S. Government owned Technical Data Package (TDP). Note: the TDP contains limited distribution markings. Offerors will be required to submit a DD 2345, an AMSTA-AR Form 1350 Technical Data Request Questionnaire and a Non Use Agreement in order to receive a copy of the TDP. The contractor shall be responsible for providing all materials, equipment (minus Government Furnished Property, if utilized), hard tooling, personnel, and facilities necessary to manufacture, produce, and deliver the types and quantities of deliverables specified by the contract. The M11, M14, M15, and M652 shall be manufactured and tested in accordance with the TDP. The North American Industry Classification (NAICS) Code for this procurement is 325920, Explosive Manufacturing. THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP)/solicitation. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award.
