Ice Trailer Rental & Delivery Service – Fort Chaffee, Arkansas This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this notice is to obtain the following information: (1) The availability and capability of qualified sources; (2) Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition (312113) with a size standard in number of employees is 750. The U. S. Army Contracting Command - New Jersey is issuing this Sources Sought Notice in an effort to perform market research to assist in determining the appropriate acquisition strategy for the procurement of ice deliveries and a reefer trailer to store the ice throughout the duration of a training exercise. The mission is in support of the 174th Infantry Brigade’s training exercise to be performed at Fort Chaffee Army Base located in Fort Smith, Arkansas 72905. The Government intends to award a single firm-fixed-price requirements contract as a result of the solicitation to be issued. The expected period of performance is during a training exercise scheduled for 24 July until 13 August 2020. The Service Provider will furnish bagged ice and one reefer trailer to remain on Fort Chaffee, AR for the duration of the exercise with the purpose to store and maintain ice in a frozen state. The Service Provider shall also plan, program, administer, manage, and execute the work necessary to provide one reefer trailer and ice as required by the projected requirement of 5,000 lbs. of ice per day for 17 total days with a total of 85,000lbs of ice. Attached is a DRAFT Specification of Work for planning purposes only. No solicitation documents exist at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice and responses to this notice cannot be accepted as offers. INSTRUCTIONS TO OFFERORS 1. The purpose of this solicitation is to procure one ice reefer trailer and ice delivery services for the duration of the Exportable Combat Training Capability (XCTC) 20-01 training exercise on behalf of the 174th Infantry Brigade. Ice Reefer & Delivery Services to provide and maintain frozen bagged ice within the vendor provided ice reefer that is required at the Fort Chaffee Army Base located at Bldg., 1495, Fort Chaffee, Arkansas 72905. 2. The Government intends to award a single, firm-fixed-price (FFP) contract. The expected period of performance for this effort shall be the length of the exercise, from 24 July until 13 August 2020. 3. The Offeror must be registered in the System for Award Management (SAM) in order to be eligible to receive a Department of Defense contract award. Proposals are due no later than the date and time stated in Amendment 0001 and shall be submitted via email to: Jasmyne Peterson, Contract Specialist at Jasmyne.C.Peterson.civ@mail.mil. Updates to this solicitation will be posted on the Contract Opportunities website at www.beta.sam.gov. The Offeror shall provide the name, title, address, email address and telephone number of the company/division point of contact regarding business decisions made with respect to the proposal and who can contractually obligate the company. b. The Offerors shall submit a price for each FFP Contract Line Item Number (CLIN) for the base period and option periods on the Standard Form (SF) 1449 Continuation Sheets of the solicitation. Offerors are required to submit a signed SF1449 (Blocks 30a and 30b). In addition, the contractor shall sign and acknowledge any potential resulting amendments to this solicitation. In doing so, the offeror accedes to the contract terms and conditions as written in the Solicitation. c. Pricing for each CLIN must be submitted in the proper format. The proper format consists of QUANTITY * UNIT PRICE = AMOUNT/NET AMOUNT. In the event there is a discrepancy in the calculation, the UNIT PRICE will be held to the intended price multiplied by the QUANTITY. If the offeror shows only the AMOUNT/NET AMOUNT, but fails to enter a UNIT PRICE, the AMOUNT/NET AMOUNT divided by the QUANTITY will be held to be the intended price. d. DUNS number, CAGE code, Federal TIN and any small business preference or socio economic concern (8(a) certified, HUBZone Certified, WOSB, etc.) under the applicable NAICS code 312113. e. The Contractor shall submit the Prime Contractor’s Certificate of Insurance prior to award. See Required Insurance, located in Contract Administration. 8. All services shall be performed in accordance with the Specification of Work (SOW). 9. All offers shall remain valid for 120 calendar days.
