The US Army Criminal Investigation Command (CID) requires the renewal of Cellebrite licenses, effective 19 December 2019 – 18 December 2020) for ninety-three (93) Universal Forensic Extraction Devices (UFED) 4PC Logical versions (A-SOW-11-001), five (5) UFED Touch 2 Ultimate devices (A-SOW-07-023), thirty-nine (39) UFED4PC Ultimate versions (A-SOW-11-003), sixty (60) Cellebrite Analytics Desktop SW (S-UFD-04-005), six (6) Cellebrite Analytics Desktop SW with Physical Analyzer (PA) (S-UFD-04-004), forty-eight (48) PA Dongles (A-SOW-09-003S), Cellebrite Premium Package (Replacement) (B-AIS-02-054, B-AIS-02-052, U-AIS-02-063, U-AIS-02-066, U-AIS-02-004). The Government requires all of the following Cellebrite Products without substitution. The proposed acquisition must be accomplished through other than full and open competition to meet CID’s requirements which includes Cellebrite Premium Part Numbers (P/Ns): B-AIS-02-054, B-AIS-02-052, U-AIS-02-063, U-AIS-02-066 and U-AIS-02-004. Premium products are not authorized for distribution by Cellebrite Resellers as basis for sole source justification under authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to issue sole source solicitation and enter negotiations with Cellebrite, Inc. Action shall result in single award for Cellebrite SW Licenses/Maintenance and Technical Support from 19 December 2019, to 18 December 2020. However, all responsible sources to meet all CID’s requirement may submit a capability statement (Cellebrite Inc. Approval), and Quotation (to price 11 contract lines and not-separately priced (NSP) for technical support), which shall be considered by the agency.
