The U.S. Army Contracting Command – New Jersey (ACC-NJ), on behalf of the Army Combat Capabilities Development Command (CCDC) Armaments Center, has a proposed acquisition for the purchase of one thousand and two (1,002) Wood Crates. The period of performance shall be thirty-two (32) weeks after date of contract award. This requirement is being set-aside 100% for Woman-Owned Small Business (WOSB). It is anticipated that a firm fixed price purchase order will result from this solicitation. A Request for Quote is attached to this notice. Quotes are due by 3:00 PM EST on 10 July 2020. Please confirm this is acceptable? Answer: The crates need to be the cleated style. Question: On the 3rd size, 84x60x40 (internal), the largest we would be able to quote would be a 84”L x 58”W x 40”H (internal). Please confirm that will work as well? Answer: 84”L x 58”W x 40”H (internal) will not be acceptable. Question: What are the items, item dimensions and approximate weight of the items that will be enclosed in the wooden crates? Answer: Many different items. About 500 lb. Question: What type of packaging/cushioning is required? 2. The Government is only interested in obtaining the crates. There is no dunnage specified in the SOW. *********UPDATE #2************************ Please see the attached amendment, dated 7 July 2020. The purpose of this amendment is to correct the quantities listed for CLIN 0003 - M1A2K BASIC ISSUE ITEM (BII) CRATES. The original solcitation stated the total quantity for this Line Item was 188 wood crates, however, the total is actually 218 wood crates. The CLIN has been revised to reflect this. All other aspects of the original solicitation, including CLINs 0001, 0002, 0004, the statement of work, clauses, and regulations remain unchanged. ************UPDATE #3****************** Below are more questions received from interested contractors and answers to those questions: Question: There is an updated version for MIL-STD-129 Revision R May 2018 that supersedes MIL-STD-129 Revision R February 2014. Is version MIL-STD-129R 24 May 2018 the correct version to use for this solicitation? Answer: The MIL-STD-129 document is not mentioned in the SOW and is not applicable. The contractor will not be responsible for marking the crates contents (which is what is covered under -129: NSN, cage code, things that would ID the contents for reorder). The only markings required are the HT stamps on the lumber that signify that the materials have been heat treated to remove bio material so that the crates are suitable for OCONUS shipment which is covered under IPPC-ISPM-15. Question: Are we leaving the shipping container with the wood crates that are being delivered or are we dropping off the wood crates? If we are leaving the shipping containers how long will we need to provide them? Answer: The contractor is not required to leave the trailer or shipping container that was used to deliver the crates. Question: Could you please give me some clarification regarding “Skid Base.” Is a 3 skid base = 3x3 skids? Is 4 skid base = 4x4 skids? Finally, do they need to have four way access? Answer: 3 skid base shall incorporate 3 skids sufficient for a fork truck to lift the crate. 4 skid base shall have 4 skids, etc. There is no requirement for 4 way access on any of the crates. Question: Are the Wood Crates to be shipped pre-built breakdown? Answer: Crates shall be shipped pre built. Question: Are skids to be accessible 4 way? Answer: Skids only need to be 2 way accessible. Question: Re: unnailed access, do you specify screws or Klimps? Answer: The unailed access should be screwed. Question: Re BII Crate: which dim is the front access and is it also to be unnailed? Answer: Front access is the long dimension perpendicular to the skidded base.

The Government intends to solicit, negotiate, and award a firm fixed price purchase order to Macpack LLC., 810 Oregon Ave Unit D, Linthicum Heights, MD 21090 utilizing Simplified Acquisition Procedures. The Government intends to award to Macpack LLC, an Economically-Disadvantaged Woman-Owned Small Business (EDWOSB), in accordance with (IAW) FAR 19.1506. A request for quote (RFQ) for the aforementioned Wood Crates was sent to Macpack LLC on 15 June 2020 and a quote is due by 29 June 2020. This notice of intent is not a request for quotes.
