The U.S. Army Contracting Command – New Jersey (ACC-NJ), on behalf of the Army Combat Capabilities Development Command (CCDC) Armaments Center, has a proposed acquisition for the purchase of one (1) Drop Shape Analyzer with associated peripherals necessary to accurately measure surface tension of liquids. These peripherals include: Tilting Base, Temperature controlled chamber, needle kits, recirculating bath and necessary analyzers. There will be one (1) twelve (12) month base year and two (2) twelve (12) month option periods. This requirement is being set-aside 100% for Small Business. It is anticipated that a firm fixed price purchase order will result from this solicitation. A Request for Quote is attached to this notice. Quotes are due by 3:00PM EST on 10 July 2020. The U.S. Army Contracting Command – New Jersey (ACC-NJ), on behalf of the Army Combat Capabilities Development Command (CCDC) Armaments Center, has a proposed acquisition for the purchase of one (1) KRUSS DSA100 Drop Shape Analyzer with associated peripherals necessary to accurately measure surface tension of liquids. These peripherals include: Tilting Base, Temperature controlled chamber, needle kits, recirculating bath and necessary analyzers. There will be one (1) twelve (12) month base year and two (2) twelve (12) month option periods. The Government intends to solicit, negotiate, and award a firm fixed price purchase order to KRUSS Scientific Instruments, Inc., 1020 Crews Road, Suite K, Matthews, NC 28105 utilizing Simplified Acquisition Procedures. KRUSS Scientific Instruments is the Original Equipment Manufacturer (OEM) of the KRUSS DSA100 Drop Shape Analyzer, and market research indicates that it is the sole provider. A corresponding Limiting Competition Justification and Approval utilizing the authority FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization has been approved and is attached to this notice. A request for quote (RFQ) for the aforementioned KRUSS DSA100 Drop Shape Analyzer was sent to KRUSS Scientific Instruments on 14 May 2020 and a quote is due by 28 May 2020. This notice of intent is not a request for quotes. The Government will not pay for any information provided under this notice. All inquiries to this notice shall be in writing.
