Description: The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is seeking possible sources for the development and production of the 50mm High Explosive Air Burst with Tracer (HEAB-T) ammunition in support of the Next Generation Combat Vehicle (NGCV) Optionally Manned Fighting Vehicle (OMFV). The 50mm HEAB-T is a tactical cartridge that will be used in the 50mm XM913 weapon system to defeat personnel threats in the open, defilade and under the cover of urban structures. Specifications: The 50mm HEAB-T will be procured to a Technical Data Package (TDP) that is both detailed and performance based, and marked Distribution Statement D, Distribution authorized to U.S. Department of Defense and U.S. DOD Contractors only. The HEAB-T cartridge shall be compatible with a Government defined contact setter and have Point Detonate, Point Detonate Delay, Air Burst, and Self-Destruct capabilities. At this time, the TDP will not be provided. Planned Acquisition: The potential requirement is for FY21 - FY26 which will include Engineering and Manufacturing Development (EMD), Low Rate Initial Production (LRIP) and Full Rate Production Options. LRIP will consist of manufacturing approximately 60K cartridges. Full Rate Production will consist of manufacturing approximately 60K-100K cartridges per year. The Government intends to request up to 50 each Bid Samples as part of the Request for Proposal (RFP) submission. A respondent to this survey must have majority of the skills and facilities that are required to manufacture this item. If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same resource criteria as the prime contractor. This is a market survey, not a pre-solicitation notice. If a formal solicitation is generated at a later date a solicitation notice will be published.
