Sources Sought - Thermal Treatment Demilitarization System The US Army Combat Capabilities Development Command - Armaments Center, in support of the Product Director for Demilitarization, is seeking thermal treatment technology capable of demilitarizing a wide range of conventional ammunition. Thermal treatment technology being sought includes but is not limited to incineration. The technology must produce an end waste free of explosive hazards and treat all gaseous combustion by products to within Clean Air Act and Resource Conservation and Recovery Act emission standards. A key requirement of the technology is the ability to process a wide variety of conventional ammunition types and sizes with a variety of fills (high explosive, propellants, pyrotechnic, smoke producing, riot control, etc.) and with a variety of fill weights. These conventional ammunition items can include but are not limited to the following: Small and medium caliber ammunition Grenades or submunitions Larger high explosive filled items (mortars, etc.) Smoke production munitions (colored, hexachloroethane white smoke) Pyrotechnic munitions (flares, signals, illumination devices, decoys) Riot control containing munitions (grenades, mortars, canisters, bulk material) Cartridge activated devices and propellant activated devices The broader the capability across ammunition types and configurations the more relevant to the Government's needs. A capability to download submunitions or pre-process munitions to size reduce to an acceptable feed is not being sought but may be reported as supplemental capability. Relatively mature technologies are being sought that present low technical risk. Interested companies should respond with the following information: 1. Technical description of the capability. 2. Number, location, and purpose of systems that have been fielded for developmental or production use. 3. Specific ammunition items/types that can effectively be processed including evidence of production or sustained testing that demonstrates acceptable performance over prolonged operation. An indication of total hours of operation and sustainable throughput rates should be provided. Where only small quantities of specific items have been tested or capability is based on expected performance without having performed testing this should be noted. 4. Identification of known or suspected issues or limitations/constraints for any particular ammunition type, fill, configuration, etc. and specific ammunition types that cannot be processed. 5. Physical size limit of ammunition items that can be processed. This could be based on the feed mechanism, processing chamber or other limitation. 6. Net explosive weight limit of ammunition items that can be processed. The maximum allowable explosive weight in terms of both batch amount and rate (e.g. per hour) should be noted. 7. Physical weight limit of ammunition items that can be processed. 8. Historical costs to construct, install, and start up facilities. The information provided will not be returned.
