Synopsis-JOC Region C The Army Contracting Command (ACC)-New Jersey Fort Dix, Warfighter Support Center, intends to issue a Request for Proposal (RFP) for Job Order Contracts (JOC) in support of the 99th Readiness Division. This requirement will be restricted to 8(a) businesses on a competitive basis. This will be a five (5) year multiple award indefinite delivery indefinite quantity Job Order Contract. It is anticipated that up to five contracts will be awarded. The estimated magnitude of this requirement is more than $10,000,000.00. Each construction project will be awarded as an individual task order issued against the basic contract, specifying real property maintenance, repair, alteration, and/or new construction. The Contractor shall furnish all materials, labor, equipment and strategic planning necessary to accomplish the work. The Contractor shall provide sufficient technical support and project management to assure quality, accuracy of estimates, accommodate a number of concurrent "active" projects, provide flexibility of design staff and subcontractor pool to handle rapid increases in work volume, perform according to schedule (including completion on time), and process submittals and payrolls in a timely manner. The location of the work will be at reserve facilities located in Delaware, Maryland, Virginia, and West Virginia. The associated North American Industry Classification System (NAICS) code is 236220, "Commercial and Institutional Building Construction", with a small business size standard of $36.5 Million. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the Delaware, Maryland, Virginia, and West Virginia District Offices, and other 8(a) construction firms with a bona fide place of business within the geographical competitive areas and the assigned NAICS code. All other 8(a) Business Development Participants are deemed ineligible to submit offers. Release Date: The anticipated posting date of the RFP is on/or about March 15, 2019. Upon release to the public, the RFP as well as amendments will be available at the Federal Business Opportunities website https://www.fbo.gov/. The RFP will specify the actual date and time for receipt of proposals. In accordance with FAR 52.204-7, all Contractors doing business with the Department of Defense shall have an active registration in the System for Award Management database at https://sam.gov/. The RFP must be downloaded from FBO. No paper copies of the solicitation will be mailed and no telephone requests for paper copies will be honored.
