The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army Combat Capabilities Development Command (CCDC), intends to issue a sole source Request for Proposal (RFP) to NETZSCH Premier Technologies, LLC for the purchase of one (1) NETZSCH Horizontal Small Media Mill Model ZETA. This sole source RFP is in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold (SAT), brand name. FAR 13.106-1(b)(1) applies for purchases not exceeding the simplified acquisition threshold, when the circumstances of the contract action deem only one source reasonably available. The respective Justification and Approval was approved 16 July 2019. The classification of this effort is UNCLASSIFIED. The resultant contract shall be awarded as a six (6) month, Firm-Fixed-Price (FFP) Purchase Order. The applicable NAICS for this effort is 541380 - Testing laboratories. The contractor shall provide a NETZSCH Horizontal Small Media Mill Model ZETA machine that is capable of grinding down solid explosive materials into fine particles below 500 nanometers in crystal size. THIS SYNOPSIS DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP). Further, this synopsis is not a guarantee of a future RFP and should not be constructed as a commitment of any kind by the U.S. Government. Responses to this synopsis are not considered proposals and cannot be accepted by the Government to form a binding contract. The Government anticipates an RFP to be posted to FedBizOpps (www.fbo.gov) on or about 8 August 2019. The deadline for the proposal will be two (2) weeks after issuance of the RFP.
