Army Contracting Command, New Jersey, Picatinny Arsenal, NJ 07806-5000 on behalf of Project Manager Towed Artillery Systems (PM TAS) intends to solicit, negotiate, and award a new sole source Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a minimum of 36 to a maximum of 600 Gunner Displays in support of the M777A2 Howitzer system to General Dynamics Land Systems - Canada Corporation. Most of the required display components are currently in active production by GDC. In addition, GDC's supply chain is currently in place and offers economies of scale based on other GDC programs using similar equipment. The Justification & Approval (J&A) addresses duplication costs to the Government and unacceptable delays. Authority for this procurement comes under 10 U.S.C. 2304(c)(1); as implemented by FAR 6.302-1(a)(2)(iii)(A) and FAR 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirement. The J&A refers to General Dynamics Land Systems - Canada Corporation Cage Code (05257) however as per DFARS 225.870-1 the contract award will be to Canadian Commercial Corporation Cage Code (98247). This notice of intent is not a request for competitive proposals.
