The United States (U.S.) Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager Close Combat Systems (PM-CCS) intends to issue a non-competitive Request for Proposal (RFP) to Safariland, LLC for the production of the 12-Gauge M1116 Extended Range Non-Lethal (ERNL) Cartridge. The 12-Gauge M1116 ERNL Cartridge is a direct fire, low hazard, non-shrapnel producing device that delivers a less than lethal blunt trauma marking. It is a translucent 12-Gauge shell loaded with a 40 gram, tear shaped Kevlar-cotton bag coated in florescent green powder for marking and filled with #9 lead shot. The projectile design in the cartridge utilizes four stabilizing tails for increased accuracy and the small percussion primer is a military grade qualified smokeless propellant. The Contractor shall be responsible for providing all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, produce, and delivery the types and quantities of deliverables specified by the contract. The 12-Gauge M1116 ERNL Cartridge shall be manufactured and tested in accordance with Government's Performance Specification. The solicitation will be issued as a sole source effort to Safariland, LLC, in accordance with Title 10 United States Code (U.S.C.) Section 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government anticipates awarding a single Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) delivery order contract with quantity ranges for each of the five years. The period of performance for this contract will be for five years from the date of contract award. The contract will include a minimum guarantee of $1,000,000.00 and a maximum contract ceiling price of $7,302,753.12. As future requirements are identified during the period of performance, the Government will utilize FFP delivery orders, as applicable. Please note this notice does not constitute an RFP and is not to be construed as a commitment by the U.S. Government.
